PHILIPPINE NATIONAL STANDARDDPNS/DOE QS 013:2017ForewordThis Philippine National Standard PNS/DOE QS 013:2017, Specification for CMEblended industrial diesel oil was prepared by the Department of Energy throughthe Technical Committee on Petroleum Products and Additives (DOE/TCPPA)and was approved for adoption as Philippine National Standard by the Bureau ofPhilippine Standards .This standard was made in line with the DOE’s policy and program of updating thefuel quality specification of CME-blended industrial diesel oil in terms of currentrequirement of the industry, its users and manufacturers and also by endeavoringto harmonize internationally/regional environmental standards for fuels.This standard is an update/review of PNS/DOE QS 004:2012 with revision madeto come up with a separate PNS for industrial diesel oil distinct from the PNS forautomotive diesel oil and updating of test method.Further, this is consistent with the continuing program of the government towardsthe use of cleaner fuels and promoting the use of indigenous and renewableenergy resources with the end view of reducing dependence on imported oil.This standard cancels and replaces PNS/DOE QS 004:2012.This entire standard is subject for review and/or revision when necessary.

PHILIPPINE NATIONAL STANDARDDPNS/DOE QS 013:2017Petroleum products – CME-blended industrial diesel oil – Specification1ScopeThis standard specifies the requirements for CME-blended diesel oil suitable forvarious types of industrial diesel engines.2ReferencesThe titles of the standard publications referred to in this standard are listed on theinside back cover.3DefinitionsFor the purpose of this standard, the following definitions apply:3.1base diesel oilrefers to diesel oil that shall be blended with CME to produce CME-blended dieseloil.3.2CMErefers to coconut methyl ester (CME), also defined as fatty acid methyl esters(FAME) derived from coconut oil whose alkyl groups range in varying percentagesfrom C8 to C18 suitable for compression ignition engines and other similar types ofengines.3.3diesel oilrefers to refined petroleum distillates, which may contain small amount ofhydrocarbon or non-hydrocarbon additives to improve ignition qualities or othercharacteristics, suitable for compression ignition engines and other suitable types ofengines.3.4CME-blended diesel oilsrefers to diesel oils blended with CME3.5Industrial diesel oil (IDO)refers to diesel oil used for off-road vehicles, marine vessels, direct equipment suchas pumps and compressors, and stationary equipment such as power generators,boilers and furnaces.2
