If it affects the temporary assistance case, thetemporary assistance worker will do a FEDS referral. If the temporary assistance worker feelsthe information has no bearing on the temporary assistance case, the day care assistance workerwill complete do a FEDS referral.If a case is closed with no fraudulent concerns but an overpayment has occurred, the amount willbe entered in CAMS for recoupment. If the client fails to pay on this amount, the client will notbe eligible for further benefits unless they pay half of the amount owed prior to receiving furtherbenefits. The remainder will be recouped in their Familiy Share that will not exceed 10.00 perweek over and above the 25%.If there is concern of fraud on the provider's part, the district will request the legally exemptenrollment agency to visit the home of the legally exempt child care providers. The local staffwill also review the legally exempt paperwork and WMS system for information.Describe the sampling methodology used to determine which cases will require verificationof an applicant’s or recipient’s continued need for child care, including, as applicable,verification of participation in employment, education, or other required activities.All cases in which day care assistance is needed for a limited time frame are tracked by notingthe information on the Notice of Decision, or, if for longer than 6 months, by the use of the casefile. This alerts both the person doing the authorization and the accounting department, wherethe payments are done, of attendance limits. Ongoing cases are recertified every 6 months andemployment is verified by reviewing 8 weeks' worth of pay stubs or another source that verifiesgross wages and the number of hours employed over an 8 week period or longer.Describe the sampling methodology used to determine which providers of subsidized childcare services will be reviewed for the purpose of comparing the child care provider’sattendance forms for children receiving subsidized child care services with any Child andAdult Care Food Program inspection forms to verify that child care was actually providedon the days listed on the attendance forms.At this time, the number of informal providers in the Child and Adult Care Food programs arefew, therefore it seems reasonable to conduct a sampling once per year. The Child Care Councilwill provide DSS with "Food Assistance" information on at least 50% of the providersparticipating in the Food program. DSS will then compare this information to the bills submittedto us for day care subsidy. This will help to verify attendance.Inspections of Child Care Provider Records and PremisesThe district may choose to make announced or unannounced inspections of the records andpremises of a provider/program that provides child care for subsidized children for the purposeof determining whether the child care provider is in compliance with applicable laws andregulations and any additional requirements imposed on such a provider by the social servicesdistrict Per 18 NYCRR 415.4(h) (3).
