As our country grapples with a devastating pandemic and widespread protests, now is as good a time asany for you to begin to leave your mark. THE BISON PLEDGEBeing a member of the Howard University community means that each of us must take extraordinary steps to stay safeand protect each other, on campus and in the community. Accountable together, I pledge to take responsibility for myown health, protect others, and help keep the University community safe from the spread of COVID-19 and otherinfections as identified and instructed by the University.I PLEDGE TO:1. PROTECTMYSELF BY: Self-monitoring for symptoms of COVID-19 by providing truthful and completeinformation in completing the daily assessment questionnaire via the Bison SafeApp and reporting any fever of 100.4 F (38 C) or higher, dry cough, difficultybreathing, chills, shaking with chills, muscle pain, headache, sore throat, or lossof taste or smell. Contact the Student Health Center for medical evaluation if I have symptoms. Washing my hands often with soap and water or using hand sanitizer.2. PROTECTOTHERS BY: Adhering to capacity limits in social situations to prevent high-spread scenarios. Maintaining appropriate physical distancing, especially in classroom settings andother public areas, or in the presence of older or other vulnerable communitymembers. Staying home or in my dorm room if I feel ill or after being exposed to someonewho is ill or has tested positive for COVID-19. Wearing an appropriate face mask and other protective gear consistent with theUniversity’s directive on face coverings.3. PROTECTOUR BISONCOMMUNITYBY: Submitting to all mandatory COVID-19 testing required by the University. Cooperating with the University and government health officials as needed toassist in contact tracing cases, exposure and infections that may occur within theHU community. Complying with mandatory isolation and quarantine in compliance with theUniversity’s directives for quarantine if I have been exposed to someone who testedpositive for COVID-19 or presumed to have COVID-19 based on symptoms. Carefully observing instructional signs and directions. Completing all University-mandated COVID-19 training.Refusing or failing to comply with these requirements and precautions, and any other measures the University advancesfor the safety and protection of the Howard Community, will constitute a violation of the University’s Student Code ofConduct and could result in sanctions up to and including expulsion from University.7

STATEMENT OF SHARED RESPONSIBILITY ANDACKNOWLEDGEMENT OF UNIQUE CIRCUMSTANCESMinimizing the risk of COVID-19 is a responsibility shared by all Howard University community members.We all must adhere to national and District public health guidelines and requirements, as well as any measuresthe University deems safe and appropriate for campus. To that end, we all must pledge to protect ourselves,others, and our community by, among other things, vigilantly adhering to The Bison Pledge.Health and SafetyThe novel coronavirus, COVID-19, is a highly contagious and potentially life-threatening virus which has beendeclared by the World Health Organization to be a global pandemic. Current research suggests that the virusprimarily spreads through respiratory droplets released when people talk, cough, or sneeze. However, the fullextent of how the virus transmits is unknown.COVID-19 seems to be spreading easily and rapidly in many communities (“community spread”) in affectedgeographic areas. No community is immune, including the District of Columbia. Community spread meanspeople who have been infected with the virus in a community, including some who are not sure how or wherethey became infected, can transmit that virus to people within and outside of their community, as we are ahighly mobile society. In addition, many people who contract the virus may be asymptomatic and thus areunknowingly spreading the virus. There is no vaccine currently available for the virus. There is no knowntreatment for all the adverse effects attributed to COVID-19.Academic CourseworkDecisions regarding particular coursework will be made consistent with prevailing health and other guidanceand will be communicated prior to course registration. Additionally, evolving public health and safetyconsiderations may necessitate the University’s decision to provide all instruction remotely.The University will have no obligation to issue a refund or credit of tuition or fees. The tuition and fees youprovide are in exchange for learning, academic credit, and certain non-academic services that will be providedwhether on campus, in a hybrid environment, or entirely remotely. Regardless of whether we are on campusor remote, the health, safety, and wellbeing of our community are of paramount importance. This commitmentdoes not come without a financial cost.Howard will continue to provide a first-class academic experience under these challenging circumstances.Some courses, such as large lectures, may necessarily be delivered remotely to comply with public healthguidelines. Other courses may, if circumstances allow, proceed on campus and in person. The University willprovide faculty and staff with additional training and support regarding online instruction, will facilitate accessto technology, equipment, and software, and will prepare for a University-wide platform for additional onlineprograms. We are confident that we will continue to provide the high-quality education to which our studentsare accustomed.Consistent with our school values, we all share responsibility for the wellbeing of our community, as well asfor our individual safety and health. We encourage you to be positive and attentive to those around you andhelp anyone who may be in need of support. Howard University has always risen to the challenge. Howard University is a historic place that has contributed significantly to the development of America, andother countries around the world since 1867. We look forward to shaping your education, training and growth so that you willbecome the next in a long line of alumni who are making a significant difference in our communities! The administration,faculty and staff are committed to ensuring that you have an excellent academic experience, and that you are fully equipped toengage and lead in an ever-changing world.Washington, DC is the nation’s capital, and in many ways, the capital of the free world. ACADEMIC POLICIESStudent Academic Grievance ProceduresThe Informal Process1. A student who believes that they have been aggrieved must first attempt to seek an informal resolution with the otherparty involved in the dispute, e.g. grade dispute with instructor.2. If the student is unable to resolve the dispute with the primary party of the dispute then, the student is advised to seek theintervention of their department chairperson.3. All disputes which are not resolved at the departmental level are then brought to the Dean’s Office, where upon the Deanor their designee will seek to reach an informal resolution through mediation between the parties.4. If the mediation at the Dean’s level fails, then the student’s grievance is consigned to the committee designated by theschool/college to address student grievances herein referred to as the Student Grievance Committee.The Formal Process1. Student grievances which are consigned to the Student Grievance Committee must be specified in writing and given tothe Dean or their designee.2. A student written statement, along with supportive evidence, constitutes a case document which will be submitted toeach member of the committee.3. The second party to dispute is also requested to provide the Office of the Dean with their account of the matter in dispute,which becomes part of the case document that is forwarded to the committee.4. The Student Grievance Committee is then required to set a date for convening a meeting to hear the case(s) asexpeditiously as possible.5. After the date has been set, each party to the dispute is sent a certified letter which informs them of the charges, date ofthe meeting, as well as a statement requesting their presence.6. During the hearing, the student presents their case; after the accused party is allowed to present the other side, each sideis permitted to have witnesses to testify on their behalf.7. Following the hearing, members of the committee after deliberation on their assessment of the case should be resolved.8. The committee’s decision is sent to the Dean of the School/College in the form of a recommendation.9. The Dean then informs the student in writing of the decision, which may be based upon the committee’s recommendationor upon a modification of it.Approved by the Board of Trustees on April 23, 1994READMISSION AFTER ACADEMIC SUSPENSIONA student, after being suspended, is not eligible to apply for readmission for at least one semester. A request for readmissionshall be initiated by a written application to the Dean. A faculty committee shall review the case and render a decision based onthe academic achievement level during the period of enrollment and other relevant factors. Such decisions made 30 days priorto the registration period shall be valid for the next registration period.Readmission ProceduresIn the event that your attendance is interrupted, please follow the procedures listed below:A. Students upon graduation, cannot return to the same school or status (as an FSR), but must be considered either graduate/professional, unclassified, or seeking another undergraduate degree and must pay the 25.00 application fee.B. Regulations relating to returning students require that all students who are absent from or not registered at the universityfor one entire semester (Summer School not Included) must apply in advance for readmission.13

ACADEMIC CODE OF STUDENT CONDUCTHoward University is a community of scholars composed of faculty and students both of whom must hold the pursuit oflearning and search for truth in the highest regard. Such regard requires adherence to the goal of unquestionable integrityand honesty in the discharge of teaching and learning responsibilities. Such regard allows no place for academic dishonesty.To better assure the realization of this goal any student enrolled for study at the University may be disciplined for theacademic infractions defined below.Definitions of Academic Infractions1. Academic Cheating—any intentional act(s) of dishonesty in the fulfillment of academic course or programrequirements. This offense shall Include (but is not limited to) utilization of the assistance of any additionalindividual(s), organization, document, or other aid not specifically and expressly authorized by the instructor ordepartment involved. (Note: This infraction assumes that with the exception of authorized group assignment or grouptake-home assignments, all course or program assignments shall be completed by an individual student only withoutany consultation or collaboration with any other individual, organization, or aid.)2. Plagiarism—to take and pass off intentionally as one’s own the ideas, writings, etc. of another without attribution(without acknowledging the author).3. Copy Infringement—Copy infringement occurs when a copyrighted work is reproduced, distributed, performed,publicly displayed, or made into a derivative work without the permission of the copyright owner.Administration of the CodeThis Academic Code of Student Conduct applies in all schools and colleges.
