NEPALCONTRACTOR'S REPORT #2FOR THE PERIOD1 APRIL 1979 TO 30 SEPTEMBER 1979RADIO EDUCATION TEACHER TRAINING PROJECTPROJECT 367-0123CONTRACT AID/ASIA-C-i 352AGENCY FOR INTERNATIONAL DEVELOPMENTIN COOPERATION WITHSOUTHERN ILLINOIS UNIVERSITY CARBONDALEUNDERMINISTRY OF EDUCATION

The main objective of this projectis to create the capacityfor HMG of Nepal to train 2,500in-service primary teachersper year via the media of radiobroadcasts coupled with theuse of self-instructional materials.To meet this objectivethe participation of various unitsof HMG is required. Forexample: 1) The Institute of Education(IOE) must select orprepare the Pppropriate curriculummaterials for this project,then write, test, and produce theradio scripts and the self instructional materials. 2) TheCurriculum, Supervision,Textbook Development Centre (CSTDC)of the Ministry of Education(MOE) must record the scripts forbroadcast. 3) Radio Nepalmust Broadcast the recordings atappropriate times.) TheMOE field supervisors must be trainedand prepared to conductboth the face-to-face instructionalaspect of the teachertraining and the field supervisionof individual- teachers intheir regular classroom setting;this will include periodicevaluation of their classroom behavior.And 5) The MOE musttrain, in cocperation with RadioNepal, staff for hardwaremaintenance. Several other supportiveactivities must be con ducted to assist in meeting themain objectives: participanttraining, completion of a suitablestudio, procurement andtesting of radio receivers and powerpacks, formative evaluationand general staff development.Southern Illinois University atCarbondale (SIUC) participat ion includes I) Providing long termadvisors for self-instruct ional material preparation, radio-scriptwriting, and-evaluation,2adPrViding sh6mt 7 t4m advisorsfor technical, supervisory,and other training, 3) Developingsuitable particippnt train ing programmes for various areas,and 4) Procuring, shipping,and testing project materials andequipment. In addition toSIU and HMG involvement, cooperationhas been provided throughother agencies as British Council,UNESCO, and UNICEF.

-2The SIUC Team Leader arrived in Nepal 6nSeptember 1978and plans to continue in Nepal througb thefour-year life ofthe project. The Campus Coordinator ofthe project visited Nepalin Octobr, 1978, September,1979, and will visitin November,1979for the annual review. The President of SIUCvisited Nepal inAp -il, 1979 and the Vice President for AcademicAffairs andResearch will visit in November 1979.Summary of Accomplishments19 Seotember.1978 -- 31 March,1979The contract was signed with Southern IllinoisUniversityat Carbondale on 19 September, 1978. The TeamLeader arrivedin Nepal on 28 September, 1978. The firstsix month period wasone of considerable organisation and administrativeactivity.An SIUC office was organized, equipped, andstaffed on the campusof the Institute of Education at Sano Thimi.The SIUC work plan was developed and approvedby the HMGRadio Education Teacher Training Policy Council.Seven researchreports were written. Equipment for the projectwas selected,bid, and ordered. An advisory engineer toRadio Nepal came fromthe Harris Corporation.1 Aoril.92,9 -- 10 SQ tember 1979The second six months of operation of the Projectwere markedby a wide variety of creative activities, thearrival of the threeSpecialists, and the launching of the writingand evaluation programmes.The "B" Level Curriculum of the Institute ofEducation wasrevised by a committee of the IOE staff andis to be the basis ofthe RETT curricuium. The Self-InstructionalMaterials advisorarrived on May, ,1979; The Evaluation adviserin July, 1979; andthe Radio-Script advisor in September, 1979.Each developedindividual work plans and the draft of an intergratedteam work

-3 plan was developed in keepingwith the Official Work Planof June1979,The short-term Self-instructionalspecialist from SIUC spenttwo weeks working with theSIUC team and the RETT writingteam.The initial shipment of radios,antennae, batteries, andsolarpanels arrived and were testedin several field operations.Re cording and radio-productionequipment were tentativelyselectedfor early purchase.An Assistant Project Coordinatorfor HMG was selected alongwith a counterpart for theSelf-instructional Materialsadvisor.(1everalof the writing team were selectedand a workshop on Self instructionsl Material writingwas conducted.Trial testing of radios andsolar power packs was completedund research report number8 completed.A research reporturber 9) on attitudes oflower secondary school teacherstoward2 adioEducation was also completed.The Dean of the IOl; wenton an Administrative Trainingtripco several Asian countries.One 18 -month participantstartedtraining at SIUC in RadioEngineering; a second participantwas'ccepted for training tobegin in January 1980.Specialparticipanttraining was started forseyen participants in radioproduction ormaintenance in Malaysia.Progress was made on Selectingsites for group instructionandthe selection of the participatingteachers for the trial yearprogramme.

Accomplisaenta A pinstWrk Plan( April 1979 -- 30 September1979)This section of thereport reviews theactual goals of theperiod up to 30 September1979, since the completionof Contract or's Report NumberOne. The reader isreferred to Contractor'sReport Number One forearlier accomplishments.Goals (Pre)C. 2.D.1.2.Partitioning of "B"level curriculum forRadio Project.This process has beeninitiated; howeveritwas felt best to waitand complete the processwhenboth the Self-instructionplwork and the Radio-Scriptwork was being undertaken.The basic objectivesofthe curriculum weretranslated into Englishduringthis period pi'ovidinga second guide on whatto includein the Radio TeacherTraining Project.It is plannedto work closely withNepali educatots insettingpriorities of whatis included in thecurriculum ofRETT Project.Arrival of Self-InstructionalMaterials Specialists.Arrival, of EvaluationSpecialist.Dr. Krumhus, Dr. Graham,and Mrs. Ledee allarrived during thistime period.E.1.2.Arrival of ElectronicsInstructor.Arrival of Self InstructionalConsultant.The electronics instructorarrived June 1979but unfortunately waskilled on July 6thin a motor cycle adcident. Dr.Klasek served as theSelfInstructional consultantduring September.

OneRadio Nepal technician departed foran 18 month trainingprogramme in the US.ProJect Problems1.The appointment of the total HMGstaff outlined in the Projectpaper has been delayed. Even forminimum needs, many additionalstaff members need to be appointedto help with writing, radioproduction, and evaluation. Thefact that several of thosewho have been appointed will be servingas participants forvarying lengths of time slows theprocess. Others appointedhave continued to complete projects(teaching, research, oradministration) in the IOE or MOEthus not devoting fulltime to the Radio Project. It isalso unclear as to how longvarious individuals who have beenassigned to the project havebeen deputed; it is important thatthey feel committed to thefour year Ipvject. If this projectis to continue, it willbe necessary to build a staff qualifiedto continue the writingand improvement of radio scriptsand self-instructionalmaterials after the SIUC Team departs.The Radio Productionstaff must be able to produce programmesthat will hold theattention of the listeners. Theresea-rch staff will need to becapable of designing suitable researchprogrammes to properlyevaluate future developments in amanner to facilitate revisionsof materials and programmes. TheSelf-instructionalz writersmust be able to analyze data providedby the evaluation teamand incorporate into subsequent revisions.It is importantto have competent people who are awareof teacher trainingprocedures, who are capable of learningnew techniques and who aremotivated to want to work in thisinnovative programme.

-7 2.3.4.Progress has been slowed on thedesign and construction of asuitable radio production studio.It will be impossible tostart the trial year without thisfacility.An early decision is needed forthe proper type of powersource for the radio. It appearsthat the solar panel andnine volt battery combination maybe too difficult for mostteachers to assemble (and reassemble).It appears thatcosts can be drastically reducedthrough the purehase of 1.5volt batteries on the local markets.The role of the field supervisorsis a key element in thisproject -- both in the instructionof teachers and in theevaluation of their progress inthe classroom. Their selectionand training will be a difficulttask.Next Actions1 October 1979 - 31 March 1980.1.Complete plans and initiate constructionof studio and officebuilding through USAID/Nepal.2.Complete bid procedures for Short-wavetr-Ansmitter for RadioNepal and select site for itsinstAllation.3.Encourage HMG to appoint minimumstaff of script-writers, self instructional material writers,radio producers and researchand evalution personnel.4.Continue all staff training anddevelopment.

-8 5'.Develop masterplan for RETT curriculum-- topics, patternof presentation, review, contentfor scripts and for self instructional materials, and howto coordinate with in school broadcasts. Refine theoverall plan on an objectiveby-objective basis. 6.Complete research of ability ofteachers to assemble thereceiving hardware.7.Select pilot year teachers and sites,both experimentaland control group teachers.8.Organize details of two-week orientationprogramme for theteachers in the RETT.9.Complete scripts and accompanyingself-instructional materialsfor at least three months of thepilot year.10.Complete ordering of radios andradio production studioequipment.11.Plan distribution and maintenancesystem for the radios andpower sources.12.Plan training programme for fieldstaff supervisors.13.Initiate a stook pile of potentialtest items for pretests,posttests, attitude scales, etc.14.Continue research into the d fficultylevel of the languagethat should be used in the radioscripts and self-instructionmaterials.
