IntroductionThe supervision and treatment services for juvenile’s program (STSJP) is a key component ofGovernor Cuomo’s vision to transform New York State’s youth justice system. STSJP providesfunding to municipalities (counties and New York City) for programs and services that addressthe needs of youth who are either at risk or already involved in the justice system. STSJP-fundedprograms provide targeted interventions in settings that are family-focused, close to home andwithin the community being served. To allow municipalities to better align programs with need,OCFS expanded the continuum of services available through STSJP funding. STSJP servicesare divided into five (5) domains: Prevention, Early Intervention, Alternative to Detention,Alternative to Placement, and Aftercare/Reentry.Although STSJP can be used to fund services across the continuum from Prevention to Reentry,emphasis is placed on funding programs that enable municipalities to serve youth in the leastrestrictive, appropriate setting possible while preserving public safety. STSJP provides fiscalincentives that encourage municipalities to develop and utilize community-based programsintended to divert youth from unnecessary placement in detention or residential care. Thisincludes youth at risk of, alleged to be, or adjudicated as juvenile delinquents, persons in need ofsupervision; youth alleged to be or convicted as juvenile offenders, and youthful offenders.A municipality wishing to provide services with STSJP funds must submit a plan to the New YorkState (NYS) Office of Children and Family Services (OCFS), detailing which supervision andtreatment services will be provided. STSJP plans must include the name of each service andprogram proposed for funding, the communities and types of youth targeted for theservice/program, a description of the projected number of youth to be served, and how theservice/program will result in positive outcomes for youth. Municipalities are encouraged to useprevious STSJP programming data and historical detention and placement data provided byOCFS to identify communities and subpopulations of youth to target for supervision and treatmentservices. Once a submitted plan is reviewed and approved, the municipality is eligible to receive62 percent state reimbursement for the cost of allowable expenditures up to the municipality’scapped STSJP allocation amount, set through an allocation methodology determined by OCFS.A municipality that wishes to provide additional STSJP services may choose to shift part of itsavailable detention allocation to be used for STSJP. Shifted funds spent on STSJP-eligibleexpenditures receive 62 percent state reimbursement as opposed to the 49 percent statereimbursement for eligible detention services expenditures.2

State Fiscal Year 2017-18STSJP funding in the amount of 8,376,000 was appropriated for New York State Fiscal Year(SFY) 2017-2018, a further 500,000 allotment was divided equally between six (6) municipalities(Albany, Erie, Monroe, Onondaga, Nassau and Orange counties) to support coordination andimplementation of the Juvenile Detention Alternatives Initiative (JDAI). JDAI is a national, systemreform initiative coordinated by the Annie E. Casey Foundation, with a primary goal of reducingthe unnecessary and inappropriate use of detention without compromising public safety.During SFY 2017-2018, STSJP-funded programs were projected to serve 11,119 youth andfamilies across 49 municipalities. POOLECommissioner2017 – 2018 STSJP DataIn 2016, OCFS established a goal of standardizing how all municipalities utilizing STSJP funding would collectand submit youth and program level data, as well as, juvenile justice performance outcomes based upon NYSyouth classifications. To accomplish this goal, during 2016, OCFS convened a committee comprised of stateand local partners to determine the most feasible way to achieve this goal. OCFS developed a standardizedSTSJP data collection tool and disseminated that tool to municipalities. Municipalities began using the STSJPMonitoring tool in 2017. The STSJP Monitoring tool is divided into two (2) semi-annual reports. The decision todivide the report into two (2) parts was based upon a consideration that this would be a new process andhaving two (2) reporting periods would enable OCFS to monitor the new collection process more expeditiouslyand provide pertinent technical assistance as needed. If the data period was twelve (12) months, the belief wasthat providing real time assistance and correcting errors would be difficult and provide consternation for localpartners. Once the municipalities become accustomed to collecting and submitting data in this format, if needbe, OCFS will pivot to collection STSJP data on an annual basis. The data attached is a combination of two (2)semi-annual submissions for program year 2017-2018.
