Motion was unanimously approved.SPECIAL BOARD ACTIONPresident Meehan declared the public hearing open for discussion of the 2022/2023 Budget andAppropriation Ordinance 410. The tentative Budget and Appropriation Ordinance has been posted onour website and at our Administrative Office for public viewing since April 21st; this is the second of twopublic hearings scheduled for May and the District has until July 31st to adopt the Ordinance.Copies were available for the public at the meeting and on the District’s website. There being noquestions or comments from Board members, staff or the audience Comm Bisesi moved to close thepublic hearing. Motion was seconded by Comm. Ennis and unanimously approved.Comm. Ennis moved, seconded by Comm. Cooley the Board of Park Commissioners approve theFY2022/2023 Budget and Appropriation Ordinance number 410 as presented. President Meehan declared the election of officers open for nominations from the floor for fiscal year2022/2023 Board officers:Comm. Ennis moved to nominate Comm. Ford for President of the Board of Park Commissioners. Motionwas seconded by Comm. Bolash. There being no further nominations for President, President Meehanclosed the nominations.Comm. Ennis moved to nominate Comm. Meehan for Vice President of the Board of ParkCommissioners. Motion was seconded by Comm. Cooley. There being no further nominations for VicePresident, President Meehan closed the nominationsComm. Ennis moved to nominate Comm. Sue Walton addressed the Board and discussed plans for hosting a memorialevent/fundraiser in the name of Joann Icenogle at the Icenogle property this summer and requestedDistrict staff assistance with the event. Dir. Romejko advised the District would assist them with theevent and there was topic discussion. Karen Gill distributed photo handouts of the Lincoln MemorialGarden Nature Center, an educational nature preserve located in Springfield. She discussed the Icenogle2

property becoming a similar type of destination for school group field trips in Rolling Meadows. Therewas topic discussion.Supt. Cahill introduced new full-time Recreation Department staff members Robben Burdick and ClarizaWickell to the Board. Supt. Veller introduced new full-time Ice Department staff member Kyle Belluominito the Board. There was discussion regarding their past and present employment assignments. Boardand staff welcomed the new full-time staff.President Ford invited visitors and new staff attendees to stay for the meeting. She advised if theychoose to leave they may do so now and thanked all for coming to the District meeting. Visitors and newstaff exited the meeting at 7:55 PM.FINANCESupt. Klier noted the previously distributed 2022/2023 Estimate of Revenue of 8,345,000 provided forinformational purposes.Comm. Votruba moved, seconded by Comm. Bolash the Board of Park Commissioners waive the readingof the Resolution regarding 2021 Replacement Tax Distributions. Motion was unanimously approved.Comm. Votruba moved, seconded by Comm. Ennis the Board of Park Commissioners approve thepreviously distributed Resolution regarding 2021 Replacement Tax Distributions. Motion wasunanimously approved.Comm. Klier noted theanticipated Federal Reserve interest rate increases and advised we would take advantage of them.COMMITTEE/STAFF REPORTSBuilding and Grounds:Dir. Romejko updated the Board regarding the Cardinal Drive Playground Project advising 95% of theplayground equipment installation is complete. He discussed which project components have beencompleted and what remains to be finished. Board and staff discussed a District grand opening party atCardinal Drive Park possibly in late July and a dedication ceremony for former director Charlesworth’sbench in the Park.Manager Calderisi updated the Board concerning the progress of the West Meadows Roof RehabilitationProgram Project and advised the District has recently contracted with a new fire alarm inspectioncompany for our facilities.Recreation:Comm. Bisesi moved, seconded by Comm. Meehan the Board of Park Commissioners waive the readingof the License Agreement for the Operation of the R.E.C Program. Motion was unanimously approved.Dir. Romejko advised the new intergovernmental agreement between the District and CommunityConsolidated School District 15 remains the same as the 2021/2022 document, only the dates of servicehave changed.Comm. Bisesi moved, seconded by Comm. Bolash the Board of Park Commissioners accept thepreviously distributed Intergovernmental License Agreement for the Operation of a Before and AfterSchool R.E.C. Program as presented. Motion was unanimously approved.Supt. Cahill reported the summer intern has been training in the Recreation Department of the District.He discussed the pool opening logistics, pool registration protocol and pass sales, summer campregistration, the new emergency pool egress gate installation and the work completed on the KirchoffRoad Underpass Mural Project. He advised the SportsEngine website for Rolling Meadows athletic teamsand league communications (rmpdathletics.org) is now online and active for athletic leaguecommunications. There was discussion regarding the operations of the new egress gate at the pool andthe IGA agreement with the CORM for the Kirchoff Road Underpass Mural Project.4

Ice Arenas:Supt. Veller reported Learn to Skate and Hockey classes are ending which will give staff a small breatheruntil LTS and Hockey summer camps begin and the Ice Show commences on June 10th through the 12th.Policy:Comm. Cooley read and moved the Board of Park Commissioners approve the following resolution:A RESOLUTION PERTAINING TO THE AUTHORITY GRANTEDTO THE POLICE DEPARTMENT OF THE MUNICIPALITY KNOWN AS THECITY OF ROLLING MEADOWS TO ACT AS PARK POLICE IN AND FORTHE ROLLING MEADOWS PARK DISTRICTBE IT RESOLVED BY THE BOARD OF PARK COMMISSIONERS OF THE ROLLING MEADOWS PARK DISTRICT,COOK COUNTY, ILLINOIS that the Rolling Meadows Police Department is hereby authorized by the Boardof Park Commissioners of the Rolling Meadows Park District to enter on to the property owned andcontrolled by said Board for the purpose of enforcing the Ordinances of the Rolling Meadows ParkDistrict. Romejko updated the Board regarding his meeting with the Rolling MeadowsPolice Department regarding awareness of individuals and activities in the Parks, reported Marketingand Recreation staff attended the City of Rolling Meadows Taking Care of Business Luncheon anddiscussed potential corporate sponsors/partners for the District. There was Board and staff discussion.Attorney - NoneMATTERS FROM COMMISSIONERSComm. Bolash complimented the drone video footage of the Parks the Marketing Department createdfor the IAPD Virtual Day at the Capitol submission.Comm. Cooley complimented the new informational SportsEngine website for District athleticprogramming.Comm. Votruba inquired about the responsibilities of the District’s intern. Supt. Cahill advised he hasbeen here for two weeks, has worked with Preschool and will be assisting the District with athleticsprogramming.Comm. Votruba shared feedback he received regarding poor scheduling and communication problemsfor youth baseball during team picture sessions. There was Board and staff discussion and Comm.Votruba recommended we acquire better control over scheduling and communications. Staff advisedthe District expects improvements utilizing the new SportsEngine website.Comm. Votruba suggested creating and promoting a jersey recycling program for used athletic jerseys.Supt. Cahill advised he would look into it.Comm. Bolash discussed incidents in Kimball Hill Park regarding children entering the pond andwaterfall. She suggested the District offer a leadership camp option to help teens develop a greatersense of interest and ownership in the community. Safety Mgr. Calderisi advised he would look intoposting additional ‘no swimming’ signs in Kimball Hill Park. There was Board and staff discussion.Comm. Ennis inquired about an incident that occurred in the parking lot at the last Bird Show rental andthe status of the directional street signs she had suggested which indicate the location of our parks tothe public. There was Board and staff discussion.Comm. Meehan discussed the length of the gymnastics sessions published in the District -catalog whichcould result in frequent cancellation of classes. She advised it is difficult for participants to register for asuch a long session and may choose to go elsewhere. Supt. Cahill advised he would look into it.Comm. Bisesi inquired about the frequency of police patrols throughout the parks. Dir. Romejko advisedit is not a set schedule but rather patrols occur randomly as needed. Board and staff discussed vandalismand the police presence throughout District parks, permitted music levels for picnics and events,Icenogle property event ideas, and flowers purchased for the Rolling Meadows Garden Club plant sale.NEW BUSINESSNone7
