Mr. Duckworth is lookingforwarded to working with the Articulation Coordinating Committee (ACC) andthanked Dr. Buchanan for acting as Chair of the ACC in the absence of Dr. Ed Massey.Mr. Duckworth notified members that reappointment letters were being distributed tomembers whose terms had expired. He then reminded members that the ACC wasestablished under Chapter 1007, Florida Statutes, related to articulation and access, “tofacilitate articulation and seamless integration of the K-20 education system by building,sustaining, and strengthening relationships among K-20 public organizations, betweenpublic and private organizations, and between the education system as a whole andFlorida’s communities. The purpose of building, sustaining, and strengthening theserelationships is to provide for the efficient and effective progression and transfer ofWelcome, Committeestudents within the education system and to allow students to proceed toward theirUpdates, Commentseducational objectives as rapidly as their circumstances permit.”Mr. Duckworth envisions tremendous articulation opportunities for students and thework of the ACC will be instrumental in helping students achieve success with theireducational goals. For example, dual enrollment participation has increasedsignificantly in recent years; during the 2017-2018 school year, there were over 180,000students who graduated from Florida’s public schools and approximately 44,000 ofthose graduates had taken at least one dual enrollment course. Through marketing of thevarious articulation options, there could be an increase in students utilizing Florida’sdifferent acceleration mechanisms in their secondary to postsecondary transition.Mr. Duckworth thanked members for their leadership and handed the meeting over toDr. Jennifer Buchanan.3

Action Item1. Approval of May29, 2019 MeetingMinutesDr. Buchanan asked members if there were any changes to the meeting minutes; therewere none. Motion to approve the minutes was made by Dr. Hudson and was secondedby Dr. Jackson; the meeting minutes were approved by unanimous vote.Discussion ItemsAmanda Walker, Acceleration Specialist in the Office of Articulation, provided a briefupdate on legislative implementation related to House Bill 7071.Reverse Transfer – the Office of Articulation has a working group with representativesfrom the Board of Governors and the Florida College System to discuss statewideimplementation of reverse transfer policies. The workgroup will meet again inNovember.2. 2019 LegislativeImplementationUpdateCareer and Technical Education Career Pathways – the Division of Career and AdultEducation is working with the Office of Articulation to develop a template for careerpathway agreements. The goal is to identify best practices from which to establishstatewide agreements, which would be a future agenda item for ACC approval.Career Dual Enrollment Articulation Agreements – the online dual enrollmentsubmission site has been updated to allow career centers to upload their localarticulation agreements with Florida’s high schools. To date, approximately 15agreements have been received for the 2019-2020 school year.Residency for Veterans and Military Families – the new legislation requires that militaryfamilies be defined as residents for tuition purposes upon acceptance into a Floridapublic college or university; the ACC Subcommittee on Residency will be called uponto review the legislation and develop policies for ACC approval.Ms. Walker indicated that she would provide members with the new statutory languagereferenced in this update by email.3. Florida CollegeSystem MathematicsPathwaysDr. Carrie Henderson introduced Ms. Abbey Ivey, the new Director of the FloridaStudent Success Center (FSSC). The FSSC launched in partnership with Jobs for theFuture, Helios Education Foundation, and the Florida College System Foundation in2018 and is part of the national Student Success Center Network. The FSSC supportsFlorida’s 28 community and state colleges’ efforts to develop student-centered pathwaysand increase student completion rates.Ms. Ivey provided members with an overview of the work done on the MathematicsPathways Redesign Project, the FSSC’s primary initiative, which launched in September2018 through a series of webinars and face-to-face meetings that culminated into a June2019 Institute meeting. At the June Institute meeting, the FSSC presented eleven (11)recommendations to stakeholders and participants, five (5) of which were related tostatewide- or institution-level policy, with the remaining six (6) related to best practices.4

The goal is to prioritize the recommendations and leverage existing groups andresources for implementation.Dr. Henderson outlined the eleven (11) recommendations for ACC members:1.2.3.4.5.6.7.8.9.10.11.Create common mathematics pathways by aligning mathematics courses toprograms, meta-majors and careers in Florida.Use a “multiple measures” model to help improve placement, especially inmathematics.Ensure mathematics prerequisites align with mathematics pathways.Revise the statewide learning outcomes for developmental and gatewaymathematics courses and identify essential mathematical processes.Encourage colleges and universities to implement instructional models (such asthe co-requisite model) that place students, when appropriate, directly intocollege-level mathematics courses carrying general education credit.Create recurring opportunities for K-20 stakeholders to promote collaboration tostrengthen mathematics pathways for students via standing advisorygroups/working groups and “big meetings.”Determine the K-12 standards that align with the postsecondary coursesidentified for each major or meta-major to inform student course selection inhigh school.Offer professional development opportunities for instructors.Establish on-demand foundational mathematical skills modules for students toaccess in high school and postsecondary.Increase the availability of advising resources and enlist the help of mathematicsfaculty, where appropriate.Ensure parents/guardians are informed of how to support and advise high schoolstudents into mathematics sequences aligned with the student’s college andcareer pathway.The FSSC will continue to serve as a convener to move the recommendations of theworkgroups forward through the work of the ACC and the statewide mathematicsdiscipline committee. While local institutions have some flexibility to beginimplementing the recommendations of the Math Pathways Workgroups, much of thework will likely require statutory or rulemaking authority.4. CTE AuditUpdateMr. Rod Duckworth provided a brief update on the Career and Technical EducationAudit required under Executive Order 19-31, to initiate the process to make Floridanumber 1 in workforce education.Other BusinessMr. Duckworth announced that while it has been awhile since the ACC subcommitteeson postsecondary transition, course numbering, etc. have met, the current work of theOffice of Articulation will require the subcommittees to be reconvened.
