Utah Fishing 2021This guidebook summarizes Utah’sfishing laws and rules. Although it is aconvenient quick-reference document forUtah fishing regulations, it is not an allencompassing resource.For an in-depth look at Utah’s fishinglaws and rules, visit wildlife.utah.gov/rules.You can use the references in this guidebook—such as Utah Administrative RuleR657-13-6 and Utah Code § 23-20-3—tosearch online for the detailed statute or rulethat underpins the guidebook summary.If you have questions about a particularrule, call or visit the nearest Division office.Who makes the rules?The Utah Wildlife Board passes the rulesand laws summarized in this guidebook.There are seven board members, andeach serves a six-year term. Appointed bythe governor, board members are not Division employees.The Division’s director serves as theboard’s executive secretary but does nothave a vote on wildlife policies.Before board members make changes towildlife rules, they listen to recommendations from Division biologists. Utah Fishing 2021states. To simplify the process of fishing acrossstate lines, Utah has entered into the followingagreements with Idaho, Arizona and Wyoming:Obtaining a fishing license is the first step to fishing in Utah. The type of license you shouldpurchase depends on many variables: how old you are, how often you want to fish, whereyou want to fish and whether you’re a Utah resident. (To determine if you are a resident,see the definition on page 71.) This section provides information about the differentlicenses and permits that are available.Bear LakeIf you have a valid Utah or Idaho fishingor combination license—whether you are aresident or nonresident—you may fish boththe Utah and Idaho portions of the lake, aslong as you follow the angling regulations thatapply to the state where you are fishing.It is your responsibility to know and followeach state’s laws and rules for Bear Lake.Reminder: Even if you are licensed inboth states, you may only take one daily limiteach day.Utah Code §§ 23-19 and 23-20-3Free Fishing DayUtah Code § 23-19-1 and Utah Admin. Rule R657-13-3The one day you don’t need a license to fishin Utah is Saturday, June 12, 2021, which is FreeFishing Day. After buying your Utahlicense, if you decide you also want to fish theWyoming portion of the reservoir, you mustbuy a Wyoming reciprocal fishing permit.You can also choose to purchase a Wyomingnonresident fishing license.Nonresident anglers: If you are not aresident of either Utah or Wyoming—and youwant to fish all of Flaming Gorge Reservoir—Discounted licensesfor disabled veteransTo thank our servicemen and servicewomen, the Division offers discountedfishing licenses to Utah veterans whowere disabled in the line of duty.The discounted license is 12—instead of the 34 full price—and thelicense is good for 365 days from the dayyou buy it. Discounted licenses are available online or from all Division officeslisted on page 2.To purchase a discounted license,you must be a Utah resident and have aqualifying service-connected disability ofat least 20 percent.To apply for a license online, pleasevisit wildlife.utah.gov/disabledvet andcomplete the online form. If you needassistance, please call the nearest Division office.If you choose to visit a Division officeto purchase your license, simply bringthe verification of service-connected disability documentation that the Department of Veterans Affairs issued to you.You can find additional resources forhunters and anglers with disabilities atwildlife.utah.gov/disabled-access.you must purchase nonresident fishing licensesfrom both states. Seven-day fishing licenses allow you tofish for seven consecutive days. 365-day fishing licenses allow you to fishfor 365 consecutive days, including theday you buy the license. Multi-year fishing licenses allow you tofish for up to five years. 365-day combination licenses allow youto fish, hunt small game and apply forhunting permits. Multi-year combination licenses allowyou to fish, hunt small game and apply forhunting permits for up to five years.When you buy a combination license or amulti-year license, you also get a price breakcompared to buying your hunting and fishinglicenses separately.Fishing and combination licenses are available at wildlife.utah.gov and from license agentsand Division offices. You can also call 1-800221-0659 to purchase your license by phone.You must have your license with you whileyou’re fishing, and you cannot alter your licenseor transfer it to another person.Keep in mind that you can use the UtahHunting and Fishing app to legally carry fishinglicenses on a phone or tablet for all the members of your family. You must sign your name on your reciprocal permit the same way you signedyour name on your fishing license.Fishing contestsUtah Admin. Rule R657-58New this year: The Utah Wildlife Boardapproved substantial changes to Utah’s fishingcontests that go into effect Jan. 1, 2021. Thechanges streamlined the rules and removedmost of the discrepancies in the contests forwarmwater and coldwater species.The Utah Cutthroat Slam offers anexciting challenge for conservation-mindedanglers. You must catch Utah’s four nativecutthroat trout subspecies—in their nativewaters—and provide visual proof of yoursuccess.After you successfully complete theslam, you’ll receive a stunning medallion tocommemorate your achievement. You’ll alsoreceive a slam-completion certificate andonline recognition at utahcutthroatslam.org.Your slam participation fee—only 20for adults and 10 for youth under 18—helps fund cutthroat trout conservationprojects in Utah.10Licenses for residentswith special needsUtah Code § 23-19-36 and Utah Admin. By obeying these regulations and being an ethical angler, you will help keep fishing great for everyone. Please be familiar withthe following general rules for taking fish and crayfish. You’ll find some exceptions to theserules in the Rules for specific waters on page 25.Taking game fishYou may take game fish using only thefollowing methods:AnglingUtah Admin. Rules R657-13-6, R657-13-7 and R657-13-11If you are under age 12 or have a valid Utahfishing or combination license, you can fishwith two poles at any water in the state duringits open fishing season. You may keep only onedaily limit of fish. Using a second pole doesnot allow you to keep two daily limits of fish.You may use additional lines or hooks whenyou are: Fishing for crayfish. Please see page 16of this guide for more information aboutfishing for crayfish. Using a setline. See page 13 to learnmore about fishing with a setline. Ice fishing at Flaming Gorge. Pleasesee page 30 for the rules specific toFlaming Gorge.While fishing, you must be within sightof the equipment you’re fishing with (thisdistance cannot exceed 100 feet). The onlyexception to this rule is if you have a setlinepermit. Please see page 13 for more information about fishing with a setline.There are a few additional angling rules tokeep in mind: No artificial lure may have more thanthree hooks. No line may have attached to it morethan three baited hooks, three artificialflies or three artificial lures. (This rulealso applies to those who are fishing forcrayfish.) Please see page 13 of thisguide for more information about fishingwith a setline. When you’re fishing through the ice, youmay not fish through a hole that’s morethan 12 inches wide. The only exceptionsare at Bear Lake, Flaming Gorge Reservoir and Fish Lake. For more informationHow to measure a fish1. Place the fish on its side with the jaw closed.2. Squeeze the tail fin together or turn it so you obtain the maximum overall length.3. Utah Fishing 2021BaitYou may legally use or possess cornwhile fishing anywhere in Utah where bait ispermitted.While you are fishing, it is unlawful to: Use or possess live baitfish. Use or possess tiger salamanders (liveor dead). Use or possess any bait—includingPowerBait or scented jigs—whereprohibited. Use or possess artificial baits that arecommercially imbedded or covered withfish or fish parts Use or possess bait in the form of freshor frozen fish or fish parts, except asprovided below: Dead Bonneville cisco may be usedas bait only in Bear Lake. Dead yellow perch may be used asbait only in Big Sandwash, DeerCreek, Echo, Fish Lake, Gunnison,Hyrum, Johnson, Jordanelle,Mantua, Mill Meadow, Newton,Pineview, Red Fleet, Rockport,Starvation, Utah Lake, Willard Bayand Yuba reservoirs. Dead white bass may be used asbait only in Utah Lake and theJordan River.12stuffs, chemical fish attractants or feedingstimulants—may not be used where bait isprohibited.Both PowerBait and scented jigs are considered to be bait, and they may not be usedwhere bait is prohibited.If the Utah Wildlife Board has declared thata water is infested with an aquatic invasivespecies (e.g., quagga or zebra mussels)—orthe water is subject to a closure order orcontrol plan—you may not transport anyspecies of fish (live or dead), including baitfish,from that water to use in any other water. There are two exceptions: If you’re underwater spearfishing forburbot at Flaming Gorge.
