ACTION. All Coast Guard unit Commanders, Commanding Officers, Officers-In-Charge,Deputy/Assistant Commandants and Chiefs of Headquarters staff elements must comply withthe provisions of this Manual. This guidance is not a substitute for applicable legal requirements, nor is ititself a rule. It is intended to provide operational guidance for Coast Guard personnel and isnot intended to nor does it impose legally-binding requirements on any party outside theCoast Guard.5. MAJOR CHANGES. ENVIRONMENTAL ASPECTS AND IMPACT CONSIDERATIONSa. The development of this Manual and the general policies contained within it have beenthoroughly reviewed by the originating office in conjunction with the Office ofEnvironmental Management, and are categorically excluded (CE) under current USCGCE #33 from further environmental analysis, in accordance with Section 2.B.2. andFigure 2-1 of the National Environmental Policy Act Implementing Procedures andPolicy for Considering Environmental Impacts, COMDTINST M16475.1 (series).b. This directive will not have any of the following: significant cumulative impacts on thehuman environment; substantial controversy or substantial change to existingenvironmental conditions; or inconsistencies with any Federal, State, or local laws oradministrative determinations relating to the environment. All future specific actionsresulting from the general policies in this Manual must be individually evaluated forcompliance with the National Environmental Policy Act (NEPA), Secretary , Departmentof Homeland Security (SECDHS) and Coast Guard NEPA policy, and compliance withall other environmental mandates.7. DISTRIBUTION. No paper distribution will be made of the Manual. An electronic versionwill be located on the following Commandant (CG-612) websites: http://uscg.mil/directives/and Pages/Home.aspx.8. RECORDS MANAGEMENT CONSIDERATIONS. This Manual has been evaluated forpotential records management impacts. The development of this Manual has been thoroughlyreviewed during the directives clearance process, and it has been determined this actionrequires further scheduling requirements, in accordance with Federal Records Act, 44 U.S.C.3101 et seq., National Archives and Records Administration (NARA) requirements, and theInformation and Life Cycle Management Manual, COMDTINST M5212.12 (series). COMDTINST M1650.25ECHAPTER 1. GENERAL INFORMATIONA. Purpose. This Manual contains Coast Guard policy, regulations, and information concerningawards available to individuals and units in or associated with the Coast Guard. It explainsprocedures for awarding personal decorations, unit decorations, service awards, andnonmilitary decorations, and acceptance of foreign military decorations by members of theArmed Forces of the United States. It describes the various awards and the eligibilityrequirement for each. Some awards not usually associated with the Coast Guard are alsomentioned for informational purposes. The Commandant of the Coast Guard (CCG), viaCommander, Coast Guard Personnel Service Center (CG PSC), may issue directives andchanges as required, to amplify and modify the provisions of this Manual to meet specialsituations.B. Policy Considerations.1. Authority to Establish Awards. Title 14 USC §502 authorizes Coast Guard militarypersonnel to be awarded medals, bars, emblems, and insignia under provisions ofCongressionally approved laws, Executive Orders issued by the President, directivesissued by the Secretary of Homeland Security (SECDHS), the Commandant of the CoastGuard (CCG), or amendments to this Manual during peacetime, and by the Secretary ofthe Navy (SECNAV) when the Coast Guard is operating with or under the Navy.2. Unauthorized Disposition and Wearing of Awards. Title 18 USC §704 prohibits andimposes a suitable penalty for the unauthorized wearing, manufacture, or sale of anydecoration, medal, or ribbon, which has or may be authorized by the Armed Forces of theUnited States, except when authorized under regulations pursuant to law.3. Coast Guard Military Board of Awards. The Coast Guard Military Board of Awards wasoriginally established by the Commandant on 14 June 1944. The board consists of aBoard President, two Rear Admirals Lower Half, one Senior Executive Service member,and 18 members, consisting of 11 Office Chiefs, MCPOCG, DCO CMC, and threeMaster Chiefs. The senior members are appointed by name and the remaining membersare positional appoints. CCG has delegated authority to the VCG to appoint boardmembers and approve board minutes. The Coast Guard Military Board of Awards isresponsible for considering, reviewing and making recommendations to CCG concerning:a. Proposed Awards for Commandant’s Approval. The Board reviews militarydecorations, medals, and unit awards for those persons and units in the service of theCoast Guard, other military personnel, and to civilians in the case of LifesavingMedals, who have been recommended, but the award exceeds the delegated authorityof the forwarding official (See Table 1-1 at the end of this Chapter).b. Awards for Secretary of Homeland Security (SECDHS) Endorsement. The Boardreviews military decorations that require referral to the SECDHS for endorsement orapproval.1-1

COMDTINST M1650.25Ec. Policy Recommendations. The Board makes recommendations to the CCG via CGPSC on such matters regarding designs of medals, ribbons, and attachments, andpolicy related to the military medals and awards program, as may be referred orsubmitted for action by competent authority.d. Extraordinary Heroism Recommendations. The Board makes determinations on all“extraordinary heroism” recommendations.4. Change to Policy Recommendations. Suggested changes to award policy will besubmitted via memorandum through the chain of command and appropriate programmanager to Commander, Coast Guard Personnel Service Center, Medals and Awardsstaff (CG PSC-PSD-ma). Suggested changes for grammatical errors do not have to beforwarded through the chain of command. All suggestions should be submittedelectronically to ARL.AWDSMAN@uscg.mil.5. New Award Proposals. All proposals for the establishment of a new military award mustbe addressed to CCG via CG PSC-PSD-ma, and the recommending unit’s chain ofcommand. The recommendation must contain full justification for the new award,proposed criteria, and eligible personnel. CG PSC-PSD-ma’s coordination with theInstitute of Heraldry ensures all decorations, medals and service ribbons are developed inaccordance with existing regulations and do not duplicate any previously authorizeddesigns.6. Unit Level Instructions. Command published unit level award instructions will complywith the guidance established in this Manual and must include the process used by thecommand for review of recommendations (see requirements, Paragraphs I.1 and I.2 ofthis Chapter).7. Non-Coast Guard Awards. Policy, regulations, and information concerning Departmentof Homeland Security (SECDHS), Department of Defense (DoD), and other Services’awards are governed by the appropriate agency. Concurrence procedures for CoastGuard personnel and DoD personnel can be found below in Chapter 1, Section E of thisManual.8. Awards as Recognition. Military decorations are awarded in recognition of individualand/or sustained acts of heroism, meritorious achievement, or meritorious service aboveand beyond that ordinarily expected, and which distinguish an individual or unit fromamong those performing similar acts or services. The judicious and timely use ofpersonal decorations and unit awards provides an effective means of fostering highmorale, incentive, and esprit de corps.9. Meritorious Service and/or Acts. Awa
