The vote wasunanimous.Discussion Items/New BusinessRecords Secretary, Donna E. – Talked aboutthe idea of creating a Universal Group UpdateForm which is essentially the GR-1 form on thewebsite.Alternate Delegate, Kathi M. discussed Ask-ItBasket – The Area often doesn’t have time torespond to Ask-It Basket questions during Committee and Assembly meetings. They are in theBulletin; however, some people don’t read theBulletin. Kathi M. polled other Areas to find outwho is still using Ask-It Basket questions: Eightof them are using Ask-It Basket Questions andtwo are not. All eight read the questions at theAssembly but not the Area Committee meetings.Some Areas answer the questions orally at themeeting and five print out the answer; they havedifferent ways of doing it. Kathi M. wanted feedback from the DRS, so she polled the DRs.Susie E., DR 9, loves the Ask-It Basket; shepasses it around in her district meeting. BlancaM., ADR 48, does the same thing. Marlene M.,DR 60, reads the questions to the district duringtheir meeting. DR 69 has Ask-It Basket at theirdistrict meeting and thinks the questions and answers are very useful. Michelle M., S.D. Liaison,says it provides an anonymous way to get answers. Dan P., Archives, thinks the questionsshould be interspersed throughout the day.More prefer the Ask-It Basket in writing. Minutes (continued)Those who like to hear them prefer the questionsand answers interspersed.Secretary, Sandy P. presented framing document regarding proposed motion to audio taperecord Committee Meetings and Assemblies(see Bulletin for entire context of Framing Document). She emphasized the recording would beused solely to create more accurate minutes andafter the minutes were finalized and approved,the tape would be erased. The cost would beminimal and under 200. Discussion ensued.The majority of members liked the idea andthere were no oppositions. Christy R. made thefollowing motion: That we audiotape the Committee meetings in the future according to theframing document presented by the Secretary.Bruce G. seconded the motion. Motion passedunanimously. CB S. asked those present howmany agreed to recommend to the Assemblythat the Assembly be recorded and that was alsounanimous.Past Delegate, Jayme C., presented updatedinformation about Thought Forces and TaskForces in CA South: There are many responsibilities yet to be accomplished and conversationsto continue in the next three years. These arethe current forces: (1) Bylaw Changes TaskForce; (2) Task Force on Live Scan; (3) TaskForce on Changing the Age of Alateens, Overnighters and Special Needs in CA(S); (4) District64 Task Force; (5) Task Force on Groups WhoDo Not Follow Traditions; (6) SCAC WorkGroup; and (7) Election Procedures/ElectronicVoting. (See Bulletin for details of Jayme C.’sReport).Discussion: There was discussion, questionsand comments that ensued. Cathleen C. saysthere is good representation for special needsAlateens and explained that special needs couldmean autism, hearing difficulty, multiple possiblereasons for needing an aid, and that it’s a workin-progress. Christy R. was concerned aboutanonymity if aids go to SCAC. One memberwanted to know if anything is going to go to voteat the Assembly in May and what is likely to goforward; Jayme C. will get back to that member.Dan P. pointed out that we must respect theAmericans with Disabilities Act.Kathi M. addressed Live Scan – our Bylawsdon’t designate how we do a background check.We are moving forward in the direction of LiveScan. Not necessary to come to the Assemblyfor vote unless budget is impacted. Eva B. reminded the Committee that Live Scan is overseen by the Department of Justice and involvesfilling out many forms – a layer of regulatory requirements. Dan P. says government has verytight regulations.Discussion Continued: Jayme C. mentionedthat the District 64 Task Force is in progress andnot yet ready to present to the Assembly. Regarding Task Force on groups that do not abideby traditions: Christy R. is concerned about itbeing weighted toward OC. Sandie E., Chairman of Thought Force clarified that it is weightedtoward groups with practices that are not consistent with Al-Anon traditions. Jayme C. mentioned that the SCAC work group is always fulland well attended. Each district isautonomous. If you don’t know the applicant,how do you sign off the applicant? One DRtalked to applicant and asked who sponsor was;another DR talked to sponsor, signed off formwith asterisk to indicate they had talked to sponsor; Alateen Coordinator meets with them orgets a reference; another DR said DAL takescare of everything; some did not know and needto check; call delegate; talk to person; one DRdoesn’t sign off if she doesn’t know the applicant; one DR goes to meeting where applicantsays they attend and asks for reference; ask fora reference; meet them for coffee; Elizabeth K.suggests not asking Applicant directly who theirsponsor is, as it is private information – it is sufficient to ask someone for a reference and theycan choose whomever to list, without specificallyasking them who is their sponsor.BreakDelegate. Discussion about service participation by members of Al-Anon Family Groupswho are also members of Alcoholics Anonymous. Updated wording on p. 82 and 126 inService Manual, approved by the 2014 WorldService Conference, clarifies existing policy anddoes not change existing policy. In Many Voices,One Journey, Lois W. quotes Bill W. about thesource of this policy. On p. 184 it says: “LoisWilson made one of her most forceful commentson this issue at the 1976 World Service Conference. ‘Although I’ve said a lot about how muchAl-Anon owes to AA, and how our principleshave really been copied from AA one of thethings that Bill said was, “Be sure to not let theAAs get into your service structure, becausethey will take over, and we would have two AAservice structures.” – which isn’t what we want.‘See Delegate’s report.Added Agenda Item – Delegate, Elizabeth K –Updates to the descriptive text on ConceptsEight and Eleven in “Al-Anon’s Twelve Concepts of Service” in the Service Manual. (SeeBulletin for full Report)Elizabeth K. read the proposed changes toConcept Eight and Concept Eleven sent to herfrom the WSO. The Policy Committee wants ourfeedback on their proposed changes, to be included in discussions at the 2015 WSC – this ishow we become part of the worldwide groupconscience on changes to the Service Manual.Elizabeth K. will email all suggestions and questions to the WSO for inclusion in material to bediscussed at the WSCForum and Ask-It Basket questionsKathi M. and Forum winner. Elizabeth K.drew name. The winner was Christy R. Kathi M.read Ask-It Basket questions.Bits and PiecesSCAC fundraising. Delegate’sGreetings! This is year 55, “Panel 55,” of thecontinuing conversation at the World ServiceConference (WSC). Lois and others in the AlAnon Clearinghouse (later also called the WorldService Office, the WSO) had been pollinggroups for years and there came to be so manygroups that polling wasn’t working for them anymore. To have a more effective conversationamong the groups, they started the World Service Conference. Panel 1 started in 1961 withthe 3 most populous states in each of the 4quadrants of North America. Each year 3 newstates were added to each quadrant until therecame to be 67 Areas in the U.S., Canada,Puerto Rico and Bermuda represented by aDelegate.I am on Panel 55, Jayme was Panel 52, Sandiewas Panel 49, etc., all the way back to Panel1. Thus, California is one of the first 12 Areas tobe represented by a Delegate at the WSC in1961.By gradually adding Areas and splitting 6 ofthem into 2 Areas each, we now have 1/3 of theDelegates in their first year, 1/3 in their secondyear and 1/3 in their third year. They give thefirst-year Delegates plenty of excellent trainingfor the WSC.1. Lots of emails with files to read, including theExecutive Director’s Annual Report, 44 pages,which will be discussed at the WSC.2. Conference call for new Delegates with WSOstaff member and Trustees3. Call from my Conference Mentor, a third-yearDelegate4. Call with a Trustee, the same Trustee thisyear that Jayme had last year; which Trustee ispaired up with me rotates each year5. SWRDM, Southwest Regional DelegatesMeeting in March6. A 3-hour Conference Orientation meeting onDay 1 of the WSC, with 5 intense, 12-hr daysof business at the largest, worldwide groupconscience in Al-Anon.ReportWe work on Thought Forces (ThF), Task Forces(TF), Committees and/or Work Groups. We readabout each ahead of time and submit our requests for which to be on. We do lots of KBDM(Knowledge-Based Decision Making) on the issues studied by each ThF or TF.At the WSC, Delegates discuss and give traditional approval of policy in the Service Manual,with the statements of policy having been madeby the WSO Policy Committee (see the description in Concept Eleven, Service Manual p. 209)and the Board of Trustees gives leagal approvalat their Annual Meeting. Note that the WSO implements Policy, but does not make Policy.This year’s Conference theme was providedin the header for the article on p. 18 of the January Forum magazine: Living Our SpiritualPrinciples: Expanding Our Vision. In this article, the Chair of this year’s World Service Conference, relates this year’s theme to her personal Al-Anon story.I am so excited to be going to the World ServiceConference, to pay attention all week, Sun –Thurs, April 19 – 23, to participate in KBDM aswe all look out for the good of Al-Anon.You can help me to give SMALL tokens of lovefrom CA(S) to the other WSConference members by sending Love Gifts to me at the Conference address in Virginia, to be distributed to theother 105 WSConference members. PLEASESEE THE FLYER ON THE SCWS WEBSITEFOR ADDRESS AND DETAILS ON MAILINGTHEM TO THE CONFERENCE LOCATION.Packages must arrive between April 15 and 22.They do not accept packages prior to the 15thand they will send packages back if they arriveafter we have left (so put the Delegate’s address as the return address).The AA International Convention with AlAnon Participation will be in Atlanta, GA,this year, July 2-5. The Convention registrationfee is 100 now, goes up in May. Delegate’sReportattend the 2015 AA InternationalConvention. Jayme attended the 2013 Al-AnonInternational Convention. The next Delegate willattend the 2018 Al-Anon International Convention in Baltimore, MD.Did you complete the 2015 MEMBER SURVEY?The Member Survey occurs once every 3 years.The deadline is tomorrow, Sunday Feb 22, 9pmour time. Please email all of the GRs in your district TONIGHT, asking them to complete it if theyhaven’t done so already.Did you print the updated pages 82, 83 and 126of the 2014-2017 Service Manual from theMembers Website and tape them into your Service Manual? Please ask the GRs in your districtto do that if they haven’t done it already, and toannounce it at their Al-Anon groups. The Delegates at the 2014 WSC voted to approve thispolicy, which was after the Service Manual wasprinted. Having the technology of the Websiteallows us to incorporate the official updates intoour own 2014-2017 Service Manual NOW, theold-fashioned way, by cut and paste, with an artsand crafts project!Let us read together the new descriptive text onp. 82, 83 and 126, projected on the screen for usfrom the Members Website at today’s Committeemeeting.Naturally, during the KBDM process that resultedin the updated descriptive text, there is a reoccurring question that came up (like an FAQ). Iwill read out loud today the answer to the following reoccurring question from December 6,2013, which Jayme also read to us at the August2014 Committee meeting:Question: A member wants to serve asGroup Representative (GR), and says theyare no longer a member of A.A. The policyis that members of Al-Anon who are alsomembers of A.A. are not to serve as GR,District Representative (DR), Delegate, etc.Is this person considered a dual member?Please also read the KBDM material that wentinto the decision-making process. See the Conference Summaries from 2011, 2013, 2014 onthe Members Website to see the progression.These Summaries show how much KBDM wasdone on this topic.2011, p. 49-51, ThF on How to Include DualMembers in Service Work While MaintainingOur Policies2013, p. 65-66, TF on Piece with Criteria toHelp Service Arms Identify Service Jobs forDual Members.2014, p. 53-57, Policy Discussion – Dual Members. Included is discussion about if an Al-Anonmember, who is no longer a member of A.A.,seeks or is holding an Al-Anon service positionthat votes in matters affecting another group ofAl-Anon or A.A. as a whole. It also discusseswhere the Policy or idea came from (“Bill W.was concerned that having A.A. members intwo fellowships could bring A.A. into controversy and having A.A. members voting on positions that might put Al-Anon in opposition toA.A.’s policy could leave or give the appearance of conflict in A.A. and he asked that amember of Al-Anon who is also a member ofA.A. not be allowed to vote in the Al-Anon structure in ways that could create conflict”). Seealso WSC Motion #6 on p. 90 of the 2014 Conference Summary.All who attend the Southwest Regional Delegates Meeting (SWRDM) participate in detaileddiscussions in breakout groups by service position. In 2014 the breakout groups were focusedon the Policy Discussion of Dual Members policy that was to be held at the 2014 WSC. CA(S)was represented at all four 2014 breakoutgroups: Delegate, Alternate Delegate, Chairand Officer/Coordinator. The Delegates wantedthe policy text to be positive, clear, and conveyed in a spiritual manner. The Alternate Delegates saw the language as inclusive and encouraging to Al-Anon members who also aremembers of AA to bring the Al-Anon messageto situations (i.e., closed AA mtgs) where nonAA members cannot go. The Area Chairs discussed policy voice with regard to dual members. Delegates are asked to discuss themotion text in their Areas and send any questions or comments to the Board of Trustees byMarch 27, 2015, so we will spend time this afternoon going over the changes, one by one,line by line. In this manner, the SCWS Committee can generate questions and commentsas part of the KBDM process.The Policy Committee and the Board of Trustees WANT OUR FEEDBACK! Alternate Delegate’sReportGreetingsI am very happy and grateful to be addressingyou as your new Alternate Delegate.All Districts were emailed the information regarding the first new DR orientation for panel55. This Orientation was conducted this morning before the Committee Meeting. We werelucky to have our new Delegate, Elizabeth; ournew Area Alateen Process Person (AAPP),Tarisa; our new Alateen Sponsor Coordinator,Cathleen; our new Group Records Coordinator,Donna; and our New Treasurer Eva to presentinformation and to answer questions from all 10new DR’s.One of my primary jobs as Alternate Delegate isto be the Forum Coordinator for our Area. Thisis a job I share with all the GR’s who are the forum representatives for their meetings. The total number of Forum subscriptions for the UnitedStates and Canada for 2014 was 20,269.The total number of Forum subscription for CAfor 2014 was 2512. Unfortunately WSO doesn’tseparate CA (S) and CA (N). But this numberstill shows that CA as a whole represents12.39% of all subscriptions in the US and Canada for 2014. The 2nd place state has only5.6%. It’s nice to know that our state is stillleading in Forum subscriptions but when Ilooked
