SCOPE OF WORKSCOPE OF WORK FOR THE INSTALLATION OF THE CCTV SYSTEM AT THEPARKINGThe Regional Security Office, U.S. Embassy Islamabad is soliciting for installation of CCTVsystem at the parking areas.GENERALa. The contractor shall provide all materials required to complete the project unlessotherwise specified.b. The contractor shall provide skilled labor (Certified/trained artisans/ laborers, shouldhave experience in their particular field)c. The contractor shall provide all required equipment, fixtures, and accessories necessaryto perform their work and complete the project.d. The contractor shall inform and request, in advance, authorization from the COR todeviate from the SOW.a. All equipment installed should be suitable to withstand the prevailing environmentalconditions.b. All cameras and its supporting hardware should be securely mounted. The cameramounting bracket should safely support the weight of the camera and of any associatedhardware.c. All interconnecting cables must install in GI pipe and should be fixed, supported andinstalled to conform to good working practices.d. Conduit: when metal is used, suitable bushes or grommets should be fixed to each endto prevent damage to the cable. When conduit is used to carry the cable it shouldterminate as close as possible to the unit to be connected.e. Insulated clips and cable ties to be used where required.f. Any cables used underground should be suitable for that purpose and have adequateprotection from mechanical damage. Underground cables should provide a high level ofresistance to dampness, chemical reactions, corrosion and rodents.SITE CONDITIONSa.The contractor shall leave the site free of any debris related to the CCTV project duringand after the end of the project. The site cleaning free from debris should also be doneon end of each day. Cutting or welding on the ground shall not leave any markings ofany kind. To prevent marking the ground it is recommended that the cutting or weldingbe done offsite or have a protective layer for the pavers/ concrete. If interlocks or anypart need to be removed it should be fitted back to its original state.b. The contractor shall be held liable for any damaged caused to property during thisprojectPage 2 of 14

The contractor shall provide and install six CCTV wireless cameras made by LOREX(model# LW1684UW) 1080p Full HD 8-Channel System with audio. The packageincludes 4K Super HD DVR (8 channel,1TB), HD 1080P Six Wireless Cameras, Sixwireless Receivers, Six Mounting Kits with hardware, Seven Power Adapters for DVR& Cameras, Ethernet cables, HMDI cables, remote, mouse, quick guides etc. The PowerSource should be universal 100 240VAC for Cameras and DVR.b. The LOREX Camera products details are available at below rity-cameras/LW1684UW-1-pc. The wireless camera has a powerful long-range signals and worked up to 600 feet awayfrom the receiver however contractor is responsible to provide and install any additionalwireless range extender antenna in case of weak signals or cameras needs to be installon more distance from the receiver.d. CCTV cameras will be install on the existing light poles at height of 20’ feet above thepower sockets and will be connected. The power sockets for Cameras and monitoringstation must water proof and made by clipsal 13amp, IP56.e. All CCTV cameras must connected through a dedicated power supply line and circuitbreakers. All cable must run in 1” dia IIL galvanized (GI) pipes made of prime qualitysteel coil and galvanized using the highest quality zinc, corrosion and rust resistant.Installation of GI pipes includes GI bends, GI sockets, GI pull boxes , GI water proofboxes 6”x6” (size may vary as per requirement or site conditions) for power sockets, GIliquid type flexible conduits and other pipe accessories which is required.f. Electric wires will run from new DB in GI pipe at the fence perimeter. On designatedexisting light poles power will be supplied at the height of 20’ and terminated in aweatherproof electric socket receptacle. The new DB must install independently at aheight of at least 30” and should elevated with the help of metal pipe stand embedded inP.C.C. foundation (1:2:4) size 1’x1’x1’.g. The power cables for cameras and DVR should be THHN wire 12 AWG with earthing.Color guideline is as follows: Red, Black and Green/Yellow cabling.h. Provide and install circuit breaker one 10 Ampere for Cameras, one 20 Ampere formonitoring station and one 30 Ampere as a main breaker. All breakers should install inlockable weather proof distribution box as shown in drawing.i. Provide and install 1” inch thick copper rod for earthing, the length should not less than10 feet.j. Minor civil works such as soft soil/hard soil digging etc. required for execution of work.The GI pipe must buried in ground at least 15” where required. Before starting of anyexcavation work required coordination in advance with RSO department.Page 3 of 14

All work is to include; drilling, welding, grinding, cutting, filling, compacting, damagerepair, finishing work and painting, to include but not limited to any additional workrequired for attainment of security standards.2. LED MONITORThe contractor shall provide and install LOREX (model# L24LE10BW) 24” LED ultraslim and energy star certified color monitor. This LED monitor can be used withsecurity camera system that has a VGA and HDMI output and capable of displayinghigh quality 1080p high definition images. The monitor should have include allnecessary power and VGA cables. The Power Source should be universal100 240VAC.3. UNINTERRUPTED POWER SUPPLY (UPS)The contractor shall provide and install uninterrupted power supply (UPS) APC-Smart2100 Watts/3000 VA 230 Volt including all necessary cables and power sockets.4. Metal Rack/Cabinet:Contractor will provide and install a good quality door less small three level metalcabinet/rack 15”x24”x28” which can accommodate one LED 24”, one DVR and oneUPS effectively in the Guard booth. The rack must have air ventilation features to keepthe equipment cool. The size of rack may little bit modified by COR due to size ofguard booth.Handover on completion of project:a. The contractor shall demonstrate all aspects of the system operation to the customer,including any necessary safety precautions.b. The contractor shall ensure that the correct documentation is given to the customer toenable the system to be operated, adjusted and maintained.c. The contractor shall train the system user(s) in its correct operation.d. The contractor shall provide contact details to the RSO office for warranty claims andsystems malfunctionsWarranty:Two year warranty on the equipment/ materials and labor will be applicable.Page 4 of 14

Site preparation and installation performanceshall be in accordance with local and U.S. building codes and standards. Working HoursWorking hours are to be 0800 Hrs. to 1700 Hrs. from Monday through Friday. No work is totake place outside these hours without prior approval of COR/POC. Period Of PerformanceWork is to be completed within 30 days of contract award. Extensions must be approved by theCOR. Site Preparation And Cleaning UpThe Contractor shall at all times keep the work area, including storage areas, free fromaccumulations of waste materials. Before completing the work, the Contractor shall removefrom the premises any rubbish, tools, scaffolding, equipment, and materials that are not theproperty of the owner. Unsightly materials and debris including excess soil, garbage, leftovermaterial and equipment should be removed as required.Exceptional care must be taken to assure tidiness of work. Suitable temporary covers, masking,drop sheets, drapes and/or barriers shall be provided and maintained effectively wherenecessary to protect driveway, patio or other finishes to ensure what they are not exposed topaint and put at risk. These are to be removed when the protection is no longer required.Page 5 of 14

U.S. Embassy Islamabad – Request for QuotationCarefully remove and reinstate paint splatters from adjacent surfaces.Upon completion of the work all materials, containers, debris and protective coverings shall becleaned up and removed from site and the Contractor shall leave the area in a clean, neat, andorderly condition satisfactory to the COR. InspectionThe Contractor shall maintain a system of quality assurance to ensure that all works meets therequirements of this contract. The Government reserves the right to inspect the Contractor'swork. AccessThe Embassy reserves the right to deny access to Contractor who do not meet Embassystandards due to security or other standards. Access for the personnel must be coordinatedwith the COR/POC. Use of SubcontractorsThe Embassy must approve all contractor-selected subcontractors prior to their use. Safety MeasuresMaximum safety practices shall be exercised throughout the duration of this work. Thecontractor shall perform safety inspections and is encouraged to provide safety equipment to allworkers on site as risk dictates in order to prevent serious injury.The US Government accepts no liability for any injuries or death of any Contractor orsubcontractor employee or casual laborer during the performance of work. Government Provided ServicesThe US government shall provide the following:a) Electricity (Contractor to provide extension cords)b) Water andC) Access to toilets (servants quarters) WarrantyThe Contractor shall provide a warranty period of 12 months for all works carried out under thecontract, this warranty shall be in addition to and shall not derogate from any manufacturer’swarranty or warranty implied by law, attaching to any materials or goods forming part of thesaid works. Relevant warranty documents for items supplied shall be forwarded to the GeneralServices office for the record. Permits And ResponsibilitiesThe Contractor shall, without additional expense to the Government, be responsible forobtaining any necessary licenses and permits, and for complying with any Federal, State, andmunicipal laws, codes and regulations applicable to the performance of the work. TheContractor shall also be responsible for all damages to persons or property that occurs as aresult of the Contractor’s fault or negligence. TheContractor shall pay all costs for repair or replacement of Government furnishedproperty that is damaged or destroyed due to Contractor negligence.The Contractor shall maintain written records of work performed, and report the needfor major repair, replacement, and other capital rehabilitation work for Governmentproperty in its control.8.InsuranceThe contractor is responsible for obtaining whatever insurance is necessary according tolocal laws. The contractor agrees that the Government shall not be responsible for personalinjuries or for damages to any property of the contractor, its officers, agents, servants, andemployees, or any other person, arising from an incident to the contractor's performance.The contractor shall hold harmless and indemnify the Government from any and all claimsarising there from, except in the instance of gross negligence on the part of the Government.9.Safety652.236-70 ACCIDENT PREVENTION (APR 2004)(a) General. The Contractor shall provide and maintain work environments andprocedures which will safeguard the public and Government personnel, property, materials,supplies, and equipment exposed to contractor operations and activities; avoid interruptions ofGovernment operations and delays in project completion dates; and, control costs in theperformance of this contract. For these purposes, the Contractor shall:(1) Provide appropriate safety barricades, signs and signal lights;(2) Comply with the standards issued by any local government authorityhaving jurisdiction over occupational health and safety issues; and,(3) Ensure that any additional measures the Contracting Officer determines tobe reasonably necessary for this purpose are taken.(4) For overseas construction projects, the Contracting Officer shall specify inwriting additional requirements regarding safety if the work involves:(i) Scaffolding;(ii) Work at heights above two (2) meters;(iii) Trenching or other excavation greater than one (1) meter in depth;(iv) Earth moving equipment;(v) Temporary wiring, use of portable electric tools, or other recognizedelectrical hazards. Temporary wiring and portable electric tools require the use of aground fault circuit interrupter (GFCI) in the affected circuits; other electrical hazardsmay also require the use of a GFCI;(vi) Work in confined spaces (limited exits, potential for oxygen less thatPage 8 of 14

U.S. Embassy Islamabad – Request for Quotation19.5 percent or combustible atmosphere, potential for solid or liquid engulfment,or other hazards considered to be immediately dangerous to life or health such aswater tanks, transformer vaults, sewers, cisterns, etc.);(vii) Hazardous materials – a material with a physical or health hazardincluding but not limited to, flammable, explosive, corrosive, toxic, reactive orunstable, or any operations which creates any kind of contamination inside anoccupied building such as dust from demolition activities, paints, solvents, etc.; or(viii) Hazardous noise levels.(b) Records. The Contractor shall maintain an accurate record of exposure data on allaccidents incident to work performed under this contract resulting in death, traumatic injury,occupational disease, or damage to or theft of property, materials, supplies, or equipment. TheContractor shall report this data in the manner prescribed by the Contracting Officer.(c) Subcontracts. The Contractor shall be responsible for its subcontractors’compliance with this clause.(d) Written program. Before commencing work, the Contractor shall:(1) Submit a written plan to the Contracting Officer for implementing this clause. Theplan shall include specific management or technical procedures for effectively controllinghazards associated with the project; and,(2) Meet with the Contracting Officer to discuss and develop a mutual understandingrelative to administration of the overall safety program.(e) Notification. The Contracting Officer shall notify the Contractor of any noncompliance with these requirements and the corrective actions required. This notice, whendelivered to the Contractor or the Contractor’s representative on site, shall be deemed sufficientnotice of the non-compliance and corrective action required. After receiving the notice, theContractor shall immediately take corrective action. If the Contractor fails or refuses topromptly take corrective action, the Contracting Officer may issue an order suspending all orpart of the work until satisfactory corrective action has been taken. The Contractor shall not beentitled to any equitable adjustment of the contract price or extension of the performanceschedule on any suspension of work order issued under this clause.(End of clause)Page 9 of 14
