VILLAGE PRESIDENTHappy Fall Greenville! What a busy summer it has been. Our Village Staff has been working to complete somesignificant projects around the community. The work you are seeing just south of the STH 76 & STH 15 intersection isthe final work needed for critical sewer lift station renovations. Yes this is the same project that had parts ofMunicipal Drive blocked off this past spring, but I am happy to say we should see it complete in the next fewweeks. The project on Greenwood Road will soon be getting its first layer of asphalt. I’m certain those living nextto or near the project will be thankful to have the roadway back and fully open. It should be noted the final layerof asphalt will not be applied until the weather warms next spring. This has been in the plans for the project allalong as it allows any settling to occur and be resolved before the final layer of asphalt is applied. Combinedthese two projects had a budgeted price of nearly 7M and took over three years to plan and execute. Projectslike the lift station renovations and road improvements are not taken lightly by the Village Board or Village Staff.Often we only hear the voice of the cynical critics regarding the decisions made in our community and the workbeing done, so I thought I would give a little insight into the process for budgeting in our community.The annual budget process is a year-round activity for the Village with focused efforts through the summer monthsto review the rolling 5-year Capital Improvement Plan (CIP) moving along to budget workshops in September &October. Then culminating with approval of the following year’s budget in November. The CIP is a forwardlooking list of potential project and asset spend recommended to the Village Board by Staff. It is important topoint out just because a project or asset spend is listed on the CIP it doesn’t mean it is approved to happen. Thisis what the budget workshops help determine. During these workshops the Village Board is challenged to deliverall the desired services, whether statutorily required or discretionary, to the community using a finite dollar amountknown as the tax levy. With the final goal of the budget workshops being to produce a balanced budget,meaning revenues equal expenditures, it is very challenging to determine what stays in the budget and whatdoesn’t. In addition, the Village Board needs to analyze what quality level of a particular service we need toprovide. The higher level of quality provided for a service the more it costs. For example, I have been hearingmore and more about the need for additional law enforcement in Greenville. Added law enforcement comeswith added costs. Currently, in addition to the already provided sector officers, Greenville contracts withOutagamie County Sheriff’s Department (OCSD) for one full-time officer to be dedicated to the community. Thecost for the dedicated officer is approximate 112,000 to Greenville. Each additional dedicated officer wouldcost a similar amount. If we as Village Board determine an additional dedicated officer is needed through OCSD,we in turn need to determine what service is going to be downgraded or no longer provided to make up the 112,000 difference. As you can imagine, agreeing to a balanced budget takes much negotiation andcompromise between Village Board Trustees as well as Village Staff. It is not something any of us take lightly as wearea all citizens and taxpayers of Greenville just like each of you.As former Village Trustee Joe Ryan will tell you, being a member of the Village Board isn’t easy. No matter whatyou decide or the direction you take, you always seem to upset one or many people. There is definitely sometruth to the old saying, “You can’t make everyone happy.” I ask you to continue to speak your mind when itcomes to issues and concerns of our great community, but to be mindful to do so with emotions in-check. Don’thide behind social media but come and have a conversation with us whether one-on-one or at any of our openmeetings where you and your neighbors are always welcome.I’ll end with the words of Theodore Roosevelt, “The Man In The Arena” a speech he delivered in Paris, France April23, 1910. “It is not the critic who counts, not the one who points out how the strong man stumbled or how thedoer of deeds might have done them better. Based on this, you can see that our Board works hard to provide residents with abalance of services while maintaining the lowest tax rate in the valley.3

CIVIC GROUPS AND ORGANIZATIONSGREENVILLE CIVIC CLUBWhat an eventful summer! The Civic Club enjoyed getting back out in the community and planning forthe Summer Send Off (SSO) and future community events. From attendance feedback and financialcontributions, this year’s Summer Send Off was the “BEST YEAR EVER”. THANK YOU SPONSORS forsupporting this big community event. Below are a few highlights with the Bike Giveaway, Green BayPacker Raffle, and upcoming events: Packer Raffle Winners: Joe Fassbender, Michelle Schrab, Dave McDowell, Bob Mack, and SteveGnacinski (who actually won TWO games). Bike Giveaway resulted in 193 kids winning either a new bike, scooter and “Play It Again Sports” giftcards. As with the SSO event itself, this bike event is not possible without the HUGE support ofcommunity and family sponsors each year. 150 is the average cost of a bike and that is what we haverequested as a starting donation from community businesses. STORMWATERDraining Your Pool?Taking the time to follow theproper procedures when drainingthe water from your pool or spawill help keep our local waters ahealthy place for fish and otheraquatic life to live.Leave Your LeavesProperly cleaning up your yardin the fall will help keep our localwaters clean too! A great wayto do that is to keep them righton your property. Try mulchingyour leaves in place by makingseveral passes over them with amulching mower. This will keepleaves on your lawn and provideit with nutrients it needs forhealthy grass next spring. Youcan also collect mulched leavesand spread them in gardenbeds or under shrubs. Leavesprovide valuable protection forplants through the winter andalso provide nutrients for springgrowth.*De-chlorinate the Water: Let the water sit for at least oneweek to reduce the chlorine or bromine level.*Discharge Water to Grass or Landscaping: Discharging thewater onto grass or landscaping will allow the water to soakinto the earth, where it will be naturally cleansed prior toentering local waterways.*Monitor the Discharge: Monitor water as it is discharging toensure it does not cause erosion or flooding.*Protect Local Waterways: If a pool or spa has been acidwashed, the water can’t be discharged off the owner’sproperty.
