EXECUTIVE SUMMARY OF 2011HEALTH BOARD: The LaPorte County Board of Health consists of seven (7) members who serve four‐year terms ona staggered basis and are appointed by the LaPorte County Board of Commissioners. The Health Board elects itsown officers each year. Michael Sandy served as the President of the Health Board in 2011.HEALTH OFFICER: The Health Officer serves a four (4) year term in a part‐time capacity and is appointed by theBoard of Health. In 2009, Dr. Charles T. Janovsky, was reappointed by the Health Board to serve a second term,2010 thru 2013.ADMINISTRATOR: Our Administrator, Mr. Tony Mancuso directs and orchestrates the various day by day divisionoperations within the Health Department. Mr. Mancuso provides the department with his organizational skills withan emphasis on communication, collaboration and cooperation among the division’s departments. Over site in thestreamlining of procedural processes combined with the sharing of knowledge between the departments divisions,provides the residents of LaPorte County with efficient and effective service results.STAFF: In 2011, the LaPorte County Health Department operated with a staff of 24 full‐time employees, 4 part‐time employees, and 4 seasonal interns.DEPARTMENTS: The Health Department provides various services to the LaPorte County area. The following is abrief description of each division.VITAL RECORDS: Our Vital Records Division provides the following critical daily core services to the public fromboth office locations. The maintenance and constant updating of the Vital Records database, the issuance ofcertified birth and death certificates, establishment of voluntary paternity, amendments and corrections to birthcertificates, genealogical searches for birth and death records dating back to 1882, as well as the processing of online orders which are handled through the Michigan City office location. The integrity of Vital Statistics ismaintained through consistent and uniform procedures achieved through education and training to best serve thecitizens of LaPorte County.NURSING SERVICES: Located in both offices, this section offers immunizations, communicable disease control andinvestigation, lead screening, tuberculosis testing and counseling, blood profile screenings, HIV/AIDS testing andcounseling, travel immunizations and STD testing and counseling.ENVIRONMENTAL HEALTH/FOOD: Located in the LaPorte Office, this section issues Onsite Sewage System permitsfor new residential construction and Onsite Sewage System permits for repairs to older septic systems. Thedivision investigates complaints and advises residents on a variety of topics such as substandard housing,rodent/vector infestation and harborage, open burning, trash and garbage, and unsanitary living conditions. Thesection also inspects and issues permits for public and semi‐public pools and spas and retail food establishments.Serv‐Safe food sanitation classes are proctored here.WATER LABORATORY: Located in the LaPorte office, the water lab tests water samples from drinking watersources, surface water sources including area bathing beaches, and public swimming pools, spas, and whirlpools.The following tests are offered on water samples: Total Coliform with E. coli confirmation, E. coli (for surfacewater), lead, nitrate, nitrite, iron, fluoride, and phosphorus.ENVIRONMENTAL PLANNING/HEALTH EDUCATION: Health Educator provides education on various public healthtopics. The educator works with community agencies and partners to share knowledge of social, economic, andcultural factors impacting the health of the community.4

VITAL RECORDSJanuary of 2011 marked the launching of the Electronic Death Registry System (EDRS). Registration withthe system was mandated by the Indiana State Department of Health (ISDH) for all practicing physiciansthat may have cause to sign a death certificate. The EDRS is the sister program to the Electronic BirthRegistry System (EBRS) which launched in 2007. The EBRS and EDRS are part of the re‐engineeringefforts to meet the National Association of Public Health Statistics and Information Systems (NAPHSIS)recommendation for implementation of a national standard to control the potential for certificate fraud.Indiana is a leading state in its efforts to maximize its efforts in this regard to meet specific standards forthe accreditation process. The collaboration and communication that occurred between the local andstate entities was a key element in the successful debut of the program.The EDRS has proven to be successful in streamlining the procedure of filing a death certificate in aneffective timely manner. The ISDH provides an online support team that stands ready to assist allphysicians who may require assistance in maneuvering through the system.In the early stages of the program one drawback for the Vital Records Division was the inability toaccess, track and monitor statistics and data on a real time basis. The ISDH has since put forth aconcentrated effort in collaborating with local authorities to alleviate this obstacle.Our two Registrars attended the Indiana Vital Records Association (IVRA) conference training session inthe later part of April. The conference focused on ISDH procedural updates combined with an additionalconcentration placed on Indiana law revisions and its effect on the procedural execution of PaternityAffidavits. LaPorte County hosted the IVRA fall conference held in October. Mr. Mancuso provided theopening welcoming address to the IVRA members who represented the ninety‐two counties throughoutthe state. The conference offered educational workshops and break‐out sessions to provide memberswith the up to date reporting data criteria. The challenge for the vital statistics staff throughout thestate is to maintain and improve data analysis quality for public health reporting which assists inmonitoring trends and conditions at a local level.The Vital Records Division continues to be vigilant educating the public in regards to the secured storageof their certified birth certificates. Nationwide, identity theft cases have realized a steady increase. Theloss of these “breeder” documents has the potential to create chaos for the unassuming victim. It hasbeen the observation of the Vital Records staff that too many of their clients carry the entire family’scertified birth certificates as well as social security cards in their wallets or purses on a regular basis. It isimperative as the issuing agency of this document to be proactive in educating the public on proper11

storage annd safety proocedures. It is the departmments continu ed duty to prrotect the inteerest and welfareof the genneral public.Goalsords goals andd objectives forf 2011 weree achieved in several areass. ING SERVICESThe nursing staff strives to deliver quality health care that reflects the mission of public health. Thenursing division participates in continuing education to assure competency in the public health field.The nursing staff assists clients in accessing needed health care services, protects their health throughprompt investigation of disease threats, and identifies healthcare gaps by partnering with otheragencies in the community to better serve the population and to keep them at optimal health.The Nursing Supervisor is a member of the Child Fatality Team of LaPorte County and the PurdueUniversity North Central Department of Nursing Advisory Board.The Nursing Department is comprised of a nursing supervisor, 5 full‐time, and 3 part‐time nurses.GoalsThe Nursing Department goals in 2011 were focused on enhancing community partnerships and thedelivery of public health services in our community. This was accomplished by partnering with manymedical and public service agencies to enhance the delivery of health care services. In 2012, we willstrive to continue these partnerships and to strengthen our programs to be able to better serve ourcommunity.Immunization ServicesThe LaPorte County Health Department strives to increase immunization rates and prevent vaccinepreventable disease by providing quality vaccination services and minimizing barriers to immunization.In addition to providing general childhood and adult immunizations, the department promotes targetedimmunizations to high risk persons including international travelers and patients seen in our confidentialservices clinics. Immunizations are offered by appointment between the hours of 8:30 and 3:15 eachMonday in our main office in LaPorte and each Tuesday in our branch office in Michigan City.Childhood ImmunizationsThe LaPorte County Health Department administers immunizations in accordance withrecommendations of the Advisory Committee for Immunization Practices (ACIP) of the Centers for14

Disease Control and Prevention (CDC). The staff regularly participates in continuing education offeredby the Indiana State Department of Health, The Centers for Disease Control and Prevention (CDC), andvaccine manufactures.The LaPorte County Health Department participates in the Vaccine for Children program (VFC). Thisprogram is a federally funded program that provides eligible children vaccines at no cost to the client.The federal government covers the cost of the vaccine. The VFC program was created by the OmnibusBudget Reconciliation Act (OBRA) of 1993 and began October 11, 1994. This program removes barriersof obtaining needed immunizations. The LaPorte County Health Department is also a Federally QualifiedHealth Center (FQHC).
