Corporate Financial ServicesSales and Use Tax – Department Sales Department sales of tangible property (e.g. books, mugs, T-shirts etc.) are generally subject to sales tax.Tax will not apply in the following situations: The property is transferred to another UCdepartment via recharge (transfers between UCdepartments are not sales for sales and use taxpurposes) The property is shipped out of state The property is sold for resale and a valid resalecertificate is obtained from the reseller

Sales and Use Tax:Department Sales (cont.) If the department purchases items for resale, a resalecertificate should be issued to the vendor so that taxdoes not apply to the purchase – please contact TaxServices for a resale certificate. If an item is purchased for resale without tax and thenis used internally rather than resold, use tax applies tothe purchase price. The sales tax rate for sales made in Los AngelesCounty is 9.75%. Please contact Tax Services if youare making sales in other California districts.

Sales and Use Tax: Department EventsCatered by UCLA Catering Services If the department hosts a conference or other event atwhich meals catered by UCLA are provided and forwhich revenue (e.g. registration fees) is received fromoutside sources (i.e. not from other UC departments),the portion of the revenue allocable to the meal(s) maybe taxable. Please contact Tax Services if you have this situation. Corporate Financial ServicesPurchasing UpdatesDiscussion Items New for 2011 Hotel Agreements Hiring Former Employees Current Staffing Issues

Corporate Financial ServicesPurchasing UpdatesNew for 2011State of California bid Threshold – The current 50K bid thresholdwill be increasing to 100K in January 2011. The Federal bidthreshold remains unchanged at 3,000.Student Employees – Ability to pay student employees forunrelated jobs (like music performances) without having to do adual employment through Payroll, and without it being consideredas a Conflict of Interest by California Contract Law.ONR Certification – ONR’s certification of UCLA’s Purchasingsystem has been extended through 9/30/2011, we can expect afederal audit in FY12.

Corporate Financial ServicesPurchasing UpdatesNew for 2011PO Change Order Request (POCR) – BruinBuy functionality shouldroll out early part of CY 2011.Substitute W-9 – Is being revised to capture more data such assmall business size classification, and Duns Numbers. Theinformation is required for ARRA, FFATA, EPA, and SmallBusiness Reporting.Pre-populated Shopping Carts for Pcard - Functionality should rollout early part of CY 2011. Less inputting by Pcard Buyer. Moreinfo coming later in the new year.

Corporate Financial ServicesPurchasing UpdatesHotel Agreements Hotel Blanket Agreements – Purchasing is workingon setting up hotel blanket agreements to helpdepartments process events that normally require asigned hotel agreement. Departments are still responsible for Policy 79 guidelines(Cost per person, alcohol, etc.)Faster turnaround time if done by department on a blanketrelease.Purchasing needs feedback/suggestions from departments onwhich hotels are repeatedly used for events.

Corporate Financial ServicesPurchasing UpdatesHiring Former EmployeesMust be Cleared Through Purchasing First - Do not allow theperson to start work and then try to use Purchasing to get thempaid. Complete the Pre-Hire Worksheet and submit to Purchasingfor review. A/P is automatically referring VCK request for formeremployees to Purchasing.BUS-43 – Part 7 - Limitations and requirements for contracting withthe University when it involves an Employee-Vendor Relationship.IRS Issues – The IRS keys on an employee that received a W-2(employee), and a 1099 (contractor). This is a red flag for an auditfor both the University and the employee/contractor. TheUniversity can be charged with penalties and fines.

Corporate Financial ServicesPurchasing UpdatesCurrent Staffing IssuesOpen Positions – We have had two open Purchasing Supervisorpositions for several months. I am hoping to fill them no laterthan February 2011. We have also experienced an unusualamount of bad luck and lost time due to automobile accidents andother medical conditions. I have been assigning and reviewing allof the work in my area, and trying to keep up with the heavyworkload by working longer hours and enlisting the support ofPurchasing staff from Strategic Sourcing, Purchasing Systems, and the UCOP Purchasing team. It has been a team effort.Your patience and understanding during this time has been, and will continue to be very appreciated.
