Post OverviewThe post holder will be based at the Hewat Centre, Gosport War Memorial Hospital, Bury Road, Gosportwithin the CMHT. The successful candidate will be responsible for working with all the key stakeholdersto manage and further develop the psychiatric care for the patients of this team.2. Southern Health NHS Foundation Trust (SHFT)The Southern Health NHS Trust (SHFT) was established on 1st April 2011 as the result of the merger oftwo predecessor organisations, Hampshire Partnership Trust and Hampshire Community Health CareTrust and provides integrated Community, Mental Health, Learning Disability and Social Care. The Trust’svision is to transform the delivery of care across Hampshire and its borders by creating a sustainableintegrated care system working closely with Acute Trusts, Social Services and emerging Primary CareConsortia to develop locally based Services. The Trust also provides specialist mental health services toa wider population in southern England via NHS Specialist Services commissioning arrangements. These3

include adolescent in-patient services and adult and adolescent forensic services. The trust provides IAPTfor Hampshire. Portsmouth AreaThe area covered by the Trust has excellent communication links with direct trains to London from anumber of local stations, a local airport (Southampton Airport) with flights to many European destinationsand good road links to the south west, along the south coast, towards London via the M3 and towardsOxford via the A34. The area includes thriving towns and areas of natural beauty such as the SouthDowns National Park, the Meon Valley and the New Forest, and numerous sailing locations along thesouth coast. The area contains many excellent state and private schools.4. Adult Mental Health and Integrated Services DirectoratesThis post holder with become part of a team of 12 Consultant Psychiatrists working in the East AdultMental Health service.The Adult Mental Health Services in Southern Health have been working hard over the last two years todevelop a better structured and organised service which is Personalised Recovery orientated Works in partnership with carers Offers improved value for money5. Organisation of ServiceThe service has been established to promote the above vision. There are three main care groups whoprovide clinical services and together form the clinical pathway EIP Team Community Mental Health Team Acute Care Pathway (Acute Inpatient services and Acute Mental Health Team (AMHT, CrisisService, Liaison Psychiatry Team)There are also trust wide Specialist Eating Disorder and Perinatal Services which work closely with thelocal care groups.6. EIP TeamThe EIP team is based at Parkway Centre and covers the East Hampshire areas of Havant andWaterlooville, Fareham and Gosport and Bordon and Petersfield. This is a multi-disciplinary teamcomprising of Nursing, Occupational Therapy, Support Workers, Social Worker and PsychologicalTherapies. The team works with service users aged between 14 and 35 years who are experiencing theirfirst psychotic episode. The aims of the service are to: Encourage liaison between primary/specialist care in the early detection of first psychotic episodeto reduce the Duration of Untreated Psychosis (DUP). Provide timely and effective NICE concordant interventions to accelerate remission and preventrelapse. These interventions include pharmacotherapy, evidence based psychosocial interventionsincluding Cognitive behavioural Therapy (CBT), early signs monitoring and family intervention. Normalise experiences for young people, minimise stigma and reduce the adverse consequencesin terms of trauma, depression and suicide risk. Maximise family, social, educational and work functioning4

There are three CMHTs in the East Area of Hampshire these are based at Parkway Centre, Havant,Petersfield Hospital and Gosport War Memorial Hospital. The Acute Inpatient unit and the Rehabilitationunit are also based in HavantThese teams provide care which can vary in intensity according to need at any point in time. For thosewith more intensive needs, the specialist functions of assertive outreach are provided as part of thepathway. These functions are integrated within the community treatment team, aligned to clear carepathways for specific needs such as psychosis. Practitioners specialise in specific areas of expertise.Capacity is proactively managed in line with caseload needs, in a dynamic way.This post is for the Consultant of the Fareham & Gosport CMHT7. Acute Care Pathway based at Elmleigh Unit, HavantThe acute care pathway encompasses an area-wide home treatment team (Acute Mental Health Team(AMHT), working closely with the acute inpatient service. The acute care pathway includes a range ofsupport which the teams can deploy, including intensive day support, accommodation/dischargefacilitation, and flexible budgets for home treatment packages. The Elmleigh inpatient unit has 34 acuteinpatient beds (patients requiring psychiatric intensive care are managed in one of the local psychiatricintensive care units based in Portsmouth, Southampton and Basingstoke). There is currently four full timeequivalent Consultants working within the acute care pathway. Currently this is provided by three full timeConsultants, and two part time Consultants.The unit has a multi-disciplinary clinical team (MDT) comprising medical, nursing and psychologyprofessionals. Clinical care is based around this with regular (at least weekly) MDT meetings8. Undergraduate Education: University of Southampton School of Clinical Medicine www.southampton.ac.uk/The Academic Unit for Medical Education provides a unique level of leadership and support for cliniciansand scientists across Medicine and NHS organisations on the design, development and delivery ofmedical education. The excellent links with the NHS throughout the region are essential to the delivery ofhigh quality learning, teaching and assessment in the Bachelor of Medicine (BM) programmes. TheUniversity's achievements in this area were recognised with a commendation from the General MedicalCouncil and a 5* rating in the last teaching assessment exercise. The Medical Education unit managesthree BM programmes, designed to meet the needs of more than 1,000 medical undergraduates andprepares doctors for 21st Century healthcare.It is envisaged that the post holder will develop links with the Medical School, including medical studentattachments.9. Research: University of Southampton, Faculty of Medicine www.southampton.ac.uk/faculties/faculty medicine.htmlThe Faculty of Medicine, University of Southampton is based primarily on the Southampton GeneralHospital site. In the 2008 RAE, submissions were made by constituent elements of the Faculty to threeUnits of Assessment, two of which were ranked in the top ten in the UK based on GPA. These werecancer studies and primary care & community-based clinical. The RAE panel noted that the researchstrategy and infrastructure were "outstanding" and "could support a substantial body of research at worldleading level". The academic staff for Mental Health are now based within the Clinical and ExperimentalSciences unit and have offices in University Department of Psychiatry at College Keep, and the MemoryAssessment and Research Centre at Moorgreen Hospital. The academic unit research spans numerousclinical areas focussing on physical and mental health. Key strengths lie the unit’s ability to exploit cross5

cutting themes and to study disease mechanisms at the molecular level all the way though to studies inman and value cross-disciplinary and industrial collaborations.10. THE POSTYou will provide clinical leadership and expert clinical care for the Fareham and Gosport CMHT. Continuing Professional DevelopmentThe Consultant will be expected to achieve CPD approval through the Royal College of Psychiatrists.There are several local peer groups and the potential to form a Liaison Psychiatry peer group withcolleagues in adjacent hospitals. The trust supports Consultants obtaining study leave in accordance withnational recommendations and the SHFT based Centre for Professional Mental Health Development(www.southernhealth.nhs.uk/lead/cfpd) provides a diverse range of high quality courses locally involvingnational experts. The medical education programme, in a grand round format, as well as other speciality6

based education programmes, are easily accessible within Queen Alexandra Hospital (for exampleweekly neuroradiology meeting).13. ResearchAlthough the post has no dedicated time for research at present, SHFT supports Consultant involvementin research and use of SPA time for this can be discussed in job planning.14. External workThe trust supports Consultants participating in relevant regional and national work at all levels.15. Job Planning & AppraisalJob planning currently occurs with the Clinical Services Director. The indicative job plan in this documentshould be viewed as illustrative and a job plan review will be conducted within 3-6 months of being inpost.Consultants are required to take part in the annual appraisal process. The Trust has an establishedtraining programme for appraisers and appraisees. Consultants can choose their own appraiser from aTrust based list and appraisal is expected to be a supportive developmental process that informs theannual job plan review. Consultants are also supported in finding a suitable mentor if needed.16. On-callThe post-holder will participate in the South East Hampshire adult mental health on-call rota from home (1in 12 approx), which currently attracts a category A, low frequency 3% pay supplement.17. Other DutiesThe post-holder will be responsible to the Southern Health NHS Foundation Trust for the programmedactivities in the job plan. From time to time it may be necessary for the Post Holder to carry out such otherduties as may be assigned, with agreement, by the Trust. It is expected that the Post Holder will notunreasonably withhold agreement.18. Provisional TimetableThis post is based on ten programmed activities (PAs) over five days. A notional timetable is outlinedbelow, but as this is a new post the appointee will be expected to develop this in collaboration with ClinicalService Director and the existing Liaison Team. AccommodationThe candidate will have dedicated office space with a desk, computer and other accessories with fullaccess to the SHFT intranets and the NHS network.20. Support StaffThe post-holder will have full administrative and secretarial support. This will include outpatientmanagement, support with clinical documentation, overall timetable management and other appropriateadministrative and secretarial support that will reduce this type of work for the Consultant and enablethem to concentrate on work most appropriate for the role of the Consultant Psychiatrist. This support iscurrently provided by an administrative team. The trust and the locality management team are stronglycommitted to ensure that Consultants have this support and this is regularly reviewed in job plans. Thepost-holder will have access to nursing support along with the other Consultant in the team.21. Arrangements for LeaveThis is arranged by mutual agreement of Consultant colleagues, Team Manager and approval of theClinical Director and in accordance with standard Trust/NHS regulations. It is expected that six weeks’notice be given to allow for proper planning. Arrangements for cross-cover will be made with support fromthe South East Hampshire Area Consultants in General Adult Psychiatry.GENERAL PROVISIONS RELATING TO APPOINTMENTTerms & ConditionsThe appointment will be subject to the Terms and Conditions of Service of the New Consultant Contract2003. This is a substantive appointment employed by Southern Health Foundation Trust. Offer ofappointment will be subject to occupational health clearance, CRB clearance and satisfactory references.The person appointed to this post will be expected to cover for colleagues' absence from duty on thebasis of mutually agreed arrangements with the Department and with the Employing Trust.The Trust requires the successful candidate to have and maintain full registration and a licence to practicewith the General Medical Council and take part in continuing professional development.ResidenceResidence within 30 minutes by road from Portsmouth is a requirement of the post unless specificapproval for alternative arrangements is given by the Trust. The post holder should hold a current drivinglicence (within the realms of the Equality Act) or be able to arrange transport to fulfil the requirements ofthe post. His/her private residence must be maintained in contact with the public telephone service.
