Discipline DescriptionThe Subcommittee on Firearms andToolmarks will focus on standards andguidelines related to the examination offirearm and toolmark evidence. Thisincludes the comparison of microscopictoolmarks on bullets, cartridge cases, andother ammunition components.Examinations may also include firearmfunction testing, serial number restoration,muzzle-to-object distance determination,tools, and toolmarks.7

Topic 1: Technology Development,Validation, and ImplementationPriority Level: Medium Provide standards for evaluating new measurement andcomparison methods to enhance the process of firearm andtoolmark examinations. Specify hardware quality assurance protocols and validationrequirements for software and statistical conclusions. Specify processes for utilizing new technologies in forensiclaboratories. Additional Items of Interest In December 2015, the Subcommittee provided a written response to a seriesof questions asked by the President’s Council of Advisor’s on Science andTechnology (PCAST) The Committee recognizes the foundation laid by the work of SWGGUN andfully expects to expand on that groundwork to develop more robust andfunctioning standards for the Discipline All previous guidelines developed by SWGGUN were reviewed and with the exception ofvery specific guidelines the SWGGUN guidelines will be utilized as the basis for thestandards created To insure that work can be accomplished in a timely fashion it was by designto only create a few task groups so efforts can be concentrated on the mostimportant tasks first Other areas of interest to be covered by the Committee include: Certification of ExaminersContinuing Education of ExaminersScientific Method and it Use in Casework and ResearchResearch in the Discipline (current state and review – future needs)Testimony LanguageReference Libraries and Reference Collections27
