EXECUTIVE SUMMARYThe Los Angeles County Sheriff’s Department (LASD) is committed to maintaining a secure andconstitutional jail system. As part of this effort, a periodic report is essential to better understand andquantify population trends. This Custody Division Quarterly Report reports data collected duringthe Second Quarter of 2016, and is produced by the Population Management Bureau (PMB) analysisunit.The average daily inmate population (ADIP) during the second quarter of 2016 was 17,382. Thisnumber includes approximately 703 inmates participating in community-based alternatives to custodyprograms. Although the ADIP remained consistent with the previous quarter average of 17,300, thelevel was artificially maintained through the use of percentage release. During the First Quarter of2016, inmates serving traditional county sentences (as opposed to those sentenced under 1170 PC/ AB109 inmates) completed 70 percent of their court ordered sentences prior to release. Due toconditions of overcrowding within the jail system, the percentage of time served was reducedincrementally to 30 percent by the end of the Second Quarter. Inmates who were serving sentencesfor designated serious and/or violent offences (M7 charges) and those sentenced under 1170 PCserved 100 percent of their sentences, minus any time credits earned. For further informationregarding this quarter’s percentage release criteria see page 9 of this report.The Traditional County Sentenced (TCS) population this quarter was approximately 2,102, and thenumber of inmates sentenced under 1170 PC was approximately 2,960. These numbers remainconsistent with last quarter’s totals. The mental health population increased slightly to 4,160. Withthis increase, the mental health population now encompasses 25 percent of the total inmatepopulation.The California Board of State and Community Corrections (BSCC) completed an inspection of LosAngeles County’s seven (7) main jail facilities during the First Quarter of this year. As a result of thatinspection, the rated capacity of two facilities were changed. Pitchess Detention Center South Facilityis now rated at 906, an increase of 60. Twin Towers Correctional Facility is now rated at 2,244, adecrease of 168. These changes did not significantly affect system-wide capacity levels; the jailsystem continues to operate at 117 percent above BSCC rated capacity. AB109 Split and Non Split SentenceUnder AB109, judges can impose a “split sentence” when sentencing a convicted defendant totime in jail. A split sentence requires a portion of the sentence served in custody, and a portion ofthe sentence served under supervision of the probation department in the community.
