3 1 ProgramMEMORANDUM OF UNDERSTANDINGOSU Center for Health Sciences –College of Osteopathic MedicineThis Memorandum of Understanding (“Agreement”) establishes the 3 1 Program between theUniversity of Central Oklahoma (UCO) and Oklahoma State University - Center for HealthSciences (OSU-CHS), College of Osteopathic Medicine dated July 26, 2019.OSU-CHS seeks to admit students who desire to become primary care physicians in rural andunderserved Oklahoma. The 3 1 Program allows students to complete their pre-doctoralmedical training in seven years by completing three years of undergraduate education at UCOand four years of medical education at OSU-CHS in its Rural Medical Track (RMT). Studentsapply to the program during their sophomore year of college. After successfully completing thefirst year of medical school, meeting the academic requirements in Exhibit A, and meeting allother UCO degree requirements, the University of Central Oklahoma will award anundergraduate degree to students accepted in the 3 1 Program.To qualify for the 3 1 Program, applicants must meet the following requirements: Resident of Oklahoma; Have a strong desire to practice primary care medicine in rural or underservedOklahoma; Be a full-time student enrolled (minimum of 12 credit hours for fall and springsemesters) at UCO; Major in Biology – Biomedical Sciences or Chemistry – Health Sciences; Have an overall grade point average (GPA) of at least a 3.5 and Science GPA of at least a3.5; Must have completed 45 or more credit hours toward a bachelor’s degree at the time ofapplication to OSU-CHS;1

Courses earned as concurrent enrollment or received AP credit will be accepted.o Science GPA will be calculated with the course subject categories defined by(American Association of Colleges of Osteopathic Medicine Application Service)AACOMAS;Submit a complete application for admission through AACOMAS by February 28 ofsophomore year;Submit a complete secondary/supplemental application for admission by March 30 ofsophomore year;Student must schedule an interview with the UCO Pre-Health Advisory Committee (PAC)for a letter of recommendation;Submit two letters of recommendation: One letter from the Pre-Health AdvisoryCommittee (PAC) and one letter from a physician (D.O. preferred); andConduct a personal interview with the OSU-CHS Interview Committee during the springsemester of sophomore year.Students who meet these requirements will be eligible for the 3 1 Program. Students mustcheck the appropriate box on their secondary/supplemental application to indicate they havemet the 3 1 Program requirements. Following an in-person interview, the Chair of theAdmissions Committee or Director of Admissions will notify applicants of the AdmissionsCommittee’s decision. The applicant will either be granted provisional early acceptance intothe 3 1 Program or be invited to apply for admission in a later application cycle as a traditionalapplicant.In order to maintain continued acceptance into the OSU-COM 3 1 Program, provisionallyaccepted students must satisfy the following requirements: Maintain an overall grade point average (GPA) of at least 3.5 and science GPA of at leasta 3.5; Take the Medical College Admission Test (MCAT) during their junior year and score aminimum of a 492 before matriculation to OSU-COM; and Complete all remaining undergraduate coursework required for the approved 3 1degree plan during their junior year. Request in December of sophomore year and May of junior year transcripts from UCOindicating that the student has met all academic requirements outlined in Exhibit A. Student will visit with the academic advisor at the end of their junior year for a degreecheck to review that they have completed the course requirements needed for theprogram. They will then be directed to the UCO Registrar with the degree check to signthe appropriate form indicating the student has met the academic requirements in thespecified time frame. Provide a completed Educational Records Release Authorization Form to the UCO officeof Student Conduct (OSC) by the end of the spring semester of their junior year. In2

order to maintain continued acceptance, the results from the UCO OSC form mustreflect that the student has not been found “responsible” for any University policyviolations. If the student is found of any policy violations, it may be reviewed further.After completing the first year of medical school at OSU-COM and prior to enrolling in coursesfor the second year of medical school, 3 1 Program students must: Apply for graduation to UCO by March 1 to be included in the May ceremony. Studentwill be allowed to participate in the May commencement but will not officially have adegree conferred until August. Graduating students must submit an official OSU-CHStranscript with first year medical school grades to UCO prior to UCO degree beingconferred. Submit a final official transcript from UCO and submit to OSU-COM indicating theirundergraduate degree was conferred. Student will visit academic advisor prior to submitting transcripts to discuss all processesand forms necessary to finalize the graduation process. In general, the first year ofmedical school classes can be used to satisfy the remaining credits needed for theBiology Biomedical Sciences or Chemistry Health Sciences majors at UCO, provide thestudent obtains a “C” or better in the classes that counted for credit at UCO.OSU-CHS and UCO reserve the right to periodically review the Agreement and recommendchanges as deemed necessary. In the event OSU-CHS or UCO makes recommendations, thepartner University will have thirty (30) days to accept or reject the proposed changes.Agreements will be reviewed annually for any updates on degree plans and academicrequirements for approval. Agreed upon changes to the Agreement will become effective forthe incoming undergraduate class for the following academic year.For any current application cycle, UCO may make adjustments in academic plans on a case-bycase basis with the mutual agreement of both parties, to include the Assistant Dean forEnrollment Management at OSU-CHS and Provost and Vice President for Academic Affairs atUCO.Both programs have the right to terminate the Agreement at any time with thirty (30) days’notice.OSU-CHS and UCO understand and agree that UCO shall have the right to terminate theAgreement, in whole but not in part, without penalty or expense, at the end of any fiscal year ofUCO, if the Legislature or other appropriate governmental entity fails to allocate sufficientfunds to UCO for payments required or activities contemplated under this Agreement.3
