Message from the PresidentDuring the pastthree years,the staff of theCommission hasbeen very busy,perhaps busierthan usual.The state ofGeorgia decidedto reduce theDr. Belle S.Wheelannumber ofcolleges and universities governedby the Georgia Board of Regentsand the Technical College System ofGeorgia decided all of its institutionsshould seek SACSCOC accreditation.Between those mergers and newmembers and the regular load ofReaffirmation, Substantive Change,and Special Committees, and FifthYear visits, we kept the airways andhighways busy.In addition to those events, wealso developed and updated our firstStrategic Plan. The resulting processgave us a new mission statement,four goal statements, seven actionstatements and numerous activitiesby which to carry out the Plan. Aspart of the Plan, we also implementeda Technology Plan that includes newhardware (servers, routers, etc.) andsoftware programs (updatedSharePoint, profile data collection,database, etc.) to assist us inresponding more efficiently to requestsfor information from our institutions,as well as outside agencies.Additionally, we are preparing toreceive much more information fromour members in a digital format,thereby reducing the amount of paperand cost of mailing information to themembership. You can find the resultsof our work on our website.The “disruptions” in highereducation have resulted in newpolicy statements on MOOC’s andcompetency-based direct assessmentprograms. We continue to monitorthe landscape to ensure we arestaying abreast of trends so that ourmembers do not lose momentumwaiting for approval to implementprograms. We have also contractedwith a public relations firm to assist usin developing six web-based trainingmodules for peer reviewer training.They will be completed by the end ofthis fiscal year.continued next pageSACSCOC 2011-13 Annual Reports and Proceedings Page 3

SACSCOCWelcomesNew StaffFrom 2011 to 2013 fourDr. Robin Hoffmannew administrative staffmembers joined SACSCOC:Robin Hoffman, NuriaCuevas, Charles Taylor, andAlana Veal. Each of theseindividuals brings a wealth ofexperience that has preparedthem well for their roles.Two additional staffmembers also began workwith SACSCOC duringthis time, but later leftthe Commission for otheropportunities.Dr. Mark Smith, former VicePresident, and Dr. HeatherHartman, former Coordinatorfor Substantive Change,worked diligently in theirpositions during their tenurewith the Commission.Dr. Robin W. Hoffman joined the SACSCOCstaff as Vice President in August 2011 afterretiring as President of Dekalb TechnicalCollege, a post she held for seven years. Overthe course of her 38-year career at DekalbTech, she served in a variety of roles includingfaculty member, Medical LaboratoryTechnology Program Director, Allied HealthDepartment Chair, Dean of Instruction, VicePresident of Instruction, and Vice Presidentof Institutional Services and Special Assistantto the President. Dr. Hoffman led two selfstudies for SACSCOC reaffirmation for herinstitution and served in a variety of volunteerroles with the Commission, includingevaluator, Reaffirmation Committee chair,chair of the Principles Review Committee,Appeals Committee member, Board ofTrustees member, chair and member of theCommittees on Compliance and Reports,and member of the Executive Council ofthe SACSCOC Board of Trustees. She holdsa Bachelor of Science degree in MedicalTechnology from Oglethorpe University, aMaster of Education degree in EducationAdministration and Supervision from GeorgiaState University, and a doctorate in VocationalLeadership with a minor in Management fromGeorgia State University.continued next pageSACSCOC 2011-13 Annual Reports and Proceedings Page 5
SACSCOC Welcomes New Staff (Continued from previous page)Dr. Nuria M. CuevasDr. Nuria M. Cuevas joined the staff ofSACSCOC as Vice President in October 2011.Prior to her arrival, Dr. Cuevas served 11 yearsas Professor and Interim Dean of the Collegeof Liberal Arts, Vice Provost, and Director ofInstitutional Effectiveness and Assessment atNorfolk State University. In these roles, Dr.Cuevas was responsible for academic planningand program review, curriculum management,institutional effectiveness and assessment,accreditation (including coordination ofself-studies), and academic support services.Previously, Dr. Cuevas served as Coordinatorof Academic Assessment and Planning atSan Francisco State University, Director ofAcademic Services/Undergraduate MedicalEducation at Northeastern Ohio UniversitiesCollege of Medicine, and Coordinator ofAcademic Support Services at the University ofTexas Health Sciences Center at Houston. Dr.Cuevas has more than 15 years of experienceteaching research methods, statistics, andeducational and psychological measurementat the graduate and undergraduate levels. Sheserved as an evaluator and chair of numerousCommission review committees. Additionallyshe served on the SACSCOC Principles ReviewCommittee and other task forces for SACSCOC,the Western Association of Schools andColleges (WASC), and the Military InstallationVoluntary Education Review. Dr. Cuevasearned a Bachelor of Arts degree in Musicfrom Southwestern Union College, a Masterof Science in Educational Foundations with anemphasis in research methods and statisticsfrom the University of Memphis, and a Doctorof Philosophy in Evaluation and Measurementfrom Kent State University.Dr. Charles A. TaylorDr. Charles A. Taylor joined the SACSCOCstaff as Vice President in November 2012.Previously, he served as President of BauderCollege, Thomas Nelson Community College,and St. Philips College. He was Chancellor ofCommunity Colleges of Spokane, Washington,and held other senior administrative positionsin student affairs as a Dean and Vice President.He was an Assistant Professor at Chicago StateUniversity and taught at Loyola University ofChicago. Dr. Taylor has served on numerousnational organization boards and served as acommittee evaluator for SACSCOC and forthe Higher Learning Commission of the NorthCentral Association of Colleges and Schools. Heearned a bachelor’s degree from the Universityof Maryland Baltimore County, a master’sdegree from Johns Hopkins University and adoctorate in Higher Education from LoyolaUniversity of Chicago.SACSCOC 2011-13 Annual Reports and Proceedings Page 6
Ms. Alana T. VealMs. Alana T. Veal joined the SACSCOC staffin March 2013 as Coordinator of Legal andGovernmental Affairs, and CommissionSupport, facilitating the Off-Site ReaffirmationCommittee and Fifth-Year Interim Reviewprocesses. Prior to coming to the Commission,Ms. Veal served as Strategic Initiatives ProjectDirector at Georgia Gwinnett College andDirector of Strategic Planning and Title III atMorehouse College. Ms. Veal began her careerin higher education at the University of NorthFlorida as a student services coordinator. Inthese positions, she served in a variety ofinstitutional roles including coordinator of theacademic resource center, retention committeechairperson, coordinator of institutionaleffectiveness activities, and project director ofa Title III grant. Ms. Veal has also participatedin the development of SACSCOC compliancecertification reports for two institutions. Sheserved as a member of the Society for Collegeand University Planning (SCUP) InstitutionalDirection Academy. Ms. Veal currently holdsa bachelor’s degree in mathematical sciencesfrom Florida Agricultural and MechanicalUniversity and a master’s degree in statisticsfrom the Georgia Institute of Technology.SAC7SCOC Annual Report Page 7
SACSCOC Leadership and Service AwardsEach year SACSCOC honors sixindividuals whose extraordinaryJames T. Rogers Distinguished Leadershipcommitment to regional accreditationand the peer review process exceedsnormal expectations of volunteerism.One individual is singled out forthe James T. Rogers DistinguishedLeadership Award and five individualsDr. Norman Francisreceive Meritorious Service Awards.The James T. Rogers DistinguishedLeadership Award (named for theformer SACSCOC executive directorwho served the Commission onColleges for more than two decades)is the highest public recognition givenby the Commission and is reservedfor extraordinarily distinctive andeffective leadership. The MeritoriousService Award is given to outstandingindividuals whose volunteerism andcommitment to the best principles of theacademy and of accreditation personifythe ideals of the Commission. ThoseThe 2011 recipient of the James T. RogersDistinguished Leadership Award was Dr.Norman C. Francis, President of XavierUniversity of Louisiana. As the longesttenured president in the SACSCOC regionand the nation, Dr. Francis has served asa leading catalyst for historic changes inhigher education and accreditation in theSouth. Active in Commission affairs fornearly 40 years, he has distinguished himselfin a number of ways, both in his service tothe Commission and to higher education.As a leader, as a mentor, and as a teacher,Dr. Francis is known for his commitment toexcellence and for his great dignity, honor, andwisdom. As former Chairman of the SACSBoard, he served as an advisor to Commissionstaff, providing insight into issues affectingpolicy and decisions. Award Recipients, 2011–2013Dr. William AbareDr. William Abare, President of Flagler Collegein Florida, was honored as the 2012 recipient ofthe James T. Rogers Distinguished LeadershipAward. During his tenure, federal regulationsregarding the Commission’s obligations in theenforcement of policies on the reporting ofsubstantive change intensified. As a SACSCOCBoard member and chair of the committeecharged to review institutions in the applicationof this policy, Dr. Abare steered the committeeto develop fair and reasonable protocols for thereviews while constituting a liberal phase-in forinstitutions. In the exercise of his leadership,he implemented a substantive change policywith fairness and established the process forreview that is in use today. During his 15 yearsas an active participant in Commission affairs,Dr. Abare has also served as chair of numerousevaluation committees, and as a member of the2002 Accreditation Review Committee.Dr. David PottsThe 2013 recipient of the James T. RogersDistinguished Leadership Award was Dr.David E. Potts, President of Judson Collegein Alabama. He has distinguished himselfby being one of only a few individuals whohas been involved in ALL aspects of thisorganization—as a SACSCOC Board member,member of the Executive Council, member ofthe Committees on Compliance and Reports,chair and member of the appeals committee,a witness for the Commission in an appealscase, chair of numerous evaluation committees,and a member of the SACSCOC NominatingCommittee. His breadth of involvement overthe past 20 years has strengthened the selfregulatory process and enhanced the spirit ofvolunteerism.All three of these recipients demonstrate the vision, enthusiasm, and dedication toexcellence that exemplifies the true spirit of the Distinguished Leadership Award.SACSCOC 2011-13 Annual Reports and Proceedings Page 9

Number of Substantive Change Submissions Hits Record High,Unreported Substantive Change Cases Are DownFrom 2002 to 2012, there was a steady increase in thenumber of substantive change submissions, reachingan all-time high of 3,411 submissions in 2012—or 13submissions per working day. To help address theincreased workload and reduce turnaround times,a Coordinator for Substantive Change and adjunctstaff members have joined the staff in the review ofsubstantive change materials.
