The attached report covers the first quarter ofFiscal Year 2005-06, namely the July I,2005 through September 30, 2005 period. Some of thetraining highlights include:Seven of the ten students who graduated from the LVN-to-RN nursing program at East LosAngeles Community College have taken the State RN licensure exam, with six whopassed, three who did not pass, and the remaining person still needs to complete GEDrequirements. All six employees who passed the RN licensure test have been promoted,while one of the three persons who failed re-took the exam and is waiting for the results.The other two have been scheduled to take an extensive exam preparation course.Out of the ten employees participating in the Tuition Assistance Program, seven passed theState licensure exam, with five of those being promoted to RN and two to LVN positions.Out of the remaining three, two are continuing their nursing education, while the other didnot pass the State exam and will soon be given additional NCLEX test preparation training.All five students who completed their Licensed Vocational Nurse training at St. FrancisCareer College took the State exam for LVN licensure. Three of the five passed and werepromoted, another passed and is awaiting placement, while the remaining person is takingextensive NCLEX test preparation.On August 30, 2005, a new Licensed Vocational Nurse training program was started atCitrus Community College with 30 students enrolled. The training is scheduled to concludein July 2006.

This month, ten of the remaining sixteen graduatingstudents are scheduled to take an extensive NCLEX-RN review course to prepare them topass the State test for RN licensure.As of September 30, 2005 the new generic Registered Nurse training program atthe College of Nursing and Allied Health at the LAC USC Medical Center had 33 enrolledparticipants.As of September 30, 2005, the new LVN-to-RN program at East Los Angeles CommunityCollege continued with 32 students.In September 2005, twenty-three employees completed their training to become LicensedVocational Nurses. The training was conducted at the LAC USC School of Nursing andAllied Health and at Olive ViewIUCLA Medical Center. These students are currently takingan extensive NCLEX test preparation course.A combined total of one hundred-nineteen KingJDrew Medical Center employees completed2-day classes on the subject of "Influencing Through Communications."Additional information is provided in the attached report. Ten of the remaining students will be provided anextensive NCLEX-RN test preparation course in December 2005.From the ten employees participating through the Tuition Assistance Program, fiveRN's and two LVN1spassed the State licensure exam. The 14-month training is scheduled from March 2005 through May 2006.On September 17,2005 a graduation ceremony was held at LAC USC for thetwenty-three employees who completed their Licensed Vocational Nurses trainingat LAC USC Medical Center's School of Nursing and Allied Health and at OliveViewIUCLA Medical Center. In November 2005, these graduating students will beenrolled in an extensive NCLEX-LVN training to assist them in passing the Stateexam for LVN licensure.0All five students, who graduated from the St. Francis Career College, took theState exam for LVN licensure. WORKFORCE DEVELOPMENT PROGRAMAn Educational Partnership of the Los Angeles County Department of Health Services andservice Employees international union Local 660FY 2005106 First Quarter Rc o r(JulvtI.2005 throuah SeptemberTo implement training programs toaddress critical staff shortages innursing services.A second LVN-to-RN training program wasinstituted at the East Los Angeles CommunityCollege to provide an expedited avenue forinterested and qualified licensed vocationalnurses in DHS to become registered nurses.Thirty-two students continued with theirLVN-to-RN training program that wasdeveloped under contract between DHSand East Los Angeles Community College(ELAC). The training started March 2005and is scheduled to end in July 2006.Assistance is provided to graduating nursingstudents to take the State-administered NCLEXtest for RN licensure.Four of the ten graduating LVN-to-RNstudents from the ELAC class, three fromTuition Assistance, and four from the"Welcome Back" program who took theNCLEX-review, have passed the Stateexam and are now registered nurses.The other six LVN-to-RN students fromELAC are waiting to either: I ) take theState exam; 2) receive test results; or 3)to be promoted.A LVN training program for DHS employeeswas provided at St. Francis Career College.The training concluded in October 2004.Four of the graduating students havepassed the NCLEX exam, with three beenpromoted to LVN, and one is waiting to bepromoted and the remaining employeewill be going through NCLEX training.Licensed Vocational Nurse training programswere initiated at LAC USC1sSchool of Nursingand Allied Health and the Olive ViewIUCLAMedical Center. Instructors from LAUSDprovide the training. The training is scheduledfrom March 2004 through September 2005.A total of twenty-three employeesgraduated from the two DHS LVNprograms (12 at LAC USC and IIatOlive ViewIUCLA). A graduationceremony was held on September 17,2005 at LAC USC Medical Center. Thegraduating students will be taking NCLEXLVN preparation courses starting inNovember 2005.

These students were fromthe first generic RN program at El CaminoCommunity College. Starting in July2005, these students will be offeredNCLEX-RN preparation classes to assistthem in passing the State test for RNlicensure.A new generic registered nurse trainingprogram was started at the College ofNursing and Allied Health at LAC USCMedical Center. The training began inFebruary 2005 and is scheduled toconclude in May 2007. Thirty-threestudents continued with this training as ofthe end of the Ist quarter of FY05-06.Thirty students were enrolled in a newLVN program at Citrus CommunityCollege. The training started in August2005 and is scheduled to end in July2007.Eighty-four employees attended a PreLVN bridge class at Rancho Los Amigos.The class started i n May 2005 and wasdesigned to prepare students to enter theLVN program at Citrus College i nAugust 2005.

WORKFORCE DEVELOPMENT PROGRAMAn Educational Partnership of the Los Angeles County Department of Health Services andService Employees International Union Local 6602.2Skills enhancement fornursing personnelTo provide specialized nursingtraining to enhance the ability ofSpecialized training programs for nursing staffin areas such as EKG interpretation, physicalassessment for newborn, pediatric, and adultpatients, basic dysrhthmia, pharmacology, etc.,were conducted at various DHS facilities andCommunity Colleges.Fourteen nursing employees completed a3-day "Basic Dysrhythmia" (EKG)course at El Camino Community College.The course, conducted between Augustand September 2005, covered thetreatment o f dysrhythmias, includingmedication therapy and nursingintervention.Four nursing employees completed aPharmacology: Medications and Mathcalculations course at El Camino College.The course was conducted from Julythrough Augustl2005.Seven nurses completed an AdultPhysical Assessment course in July 2005at El Camino Community College.Nineteen nurses completed a one-daycourse on "Mood Disorders" in August2005 at Martin Luther KingIDrew MedicalCenter. This is part of a series designedto enhance caregivers' management ofthe psychiatric patient.Thirty-nine nurses were provided with 2day courses on "Enhancing CriticalThinking Skills". This course is intendedto strengthen critical thinking skills andoptimize effective clinical decision-makingin a variety of healthcare settings.

WORKFORCE DEVELOPMENT PROGRAMAn Educational Partnership of the Los Angeles County Department of Health Services andService Employees International union Local 660FY 2005106 First Quarter Report (July 1, 2005 through September 30,2005)Number Trainedlln TrainingDuring Reporting PeriodSkills enhancement fornursing personnelTo provide specialized nursingtraining to enhance the ability ofnurses to provide quality care to adiverse patient population.Specialized training programs for nursing staffin areas such as EKG interpretation, physicalassessments for newborn, pediatric, and adultpatients, pharmacology, fetal monitoring, IVcertification, etc.Sixteen LVNs participated in two separateclasses designed for LVNs who work in patientcare areas that require blood withdrawal andintravenous infusions. Upon successfulcompletion the nurses will get an IV certificate.Twenty-three nurses, who work in pre-natalcare areas, attended two separate one-daycourses on "Basic Fetal Monitoring". Thetraining was given at KinglDrew MedicalCenter.Four nurses attended a four-day class on the"Essentials of Pathophysiology". The classesfocused on pathophysiologic etiologies andsigns and symptoms of organ systemdysfunction.Thirteen nurses attended a two-day course on"Newborn Physical Assessment". This coursefocuses on providing the nurse with theknowledge to conduct a physical assessmenton the newborn and neonatal patient.

LVN program at Citrus Community College. The training started in August 2005 and is scheduled to end in July 2007. Eighty-four employees attended a Pre- LVN bridge class at Rancho Los Amigos. The class started in May 2005 and was designed to prepare students to enter the
