FOREWORDThe National Highway Traffic Safety Administration(NHTSA) is responsible for establishing and enforcingvehicle antitheft regulations. Motor vehicle theft is agrowing problem that results in billions of dollars inlosses every year. NHTSA has developed this annualguide to provide the law enforcement community witha concise reference tool to help identify passengermotor vehicles that have been exempted from theparts-marking requirements through model year2010 and also to assist law enforcement in theirprosecution and motor vehicle theft preventionefforts. This new guide provides a quick-reference,comprehensive summary of the vehicles that havebeen installed with antitheft devices as standardequipment, identifying which vehicles are exemptedfrom the parts-marking requirements, the type ofexemption granted (partial or full), and the productionyear(s) for which the exemption applies.This version and future versions of the Vehicle TheftPrevention Quick Reference Guide for the LawEnforcement Community will continue to providecomprehensive information for vehicle lines throughMY 2010. Since the parts-marking requirementshave been extended to include all passenger cars,all multipurpose passenger vehicles (with a grossvehicle weight rating of 6,000 pounds or less), alllight-duty trucks (with a gross vehicle weight ratingof 6,000 pounds or less) determined to be high-theft,and all low-theft, light-duty trucks (with a gross vehicleweight rating of 6,000 pounds or less) having amajority of its major parts interchangeable with thoseof a passenger motor vehicle line subject to the theftprevention standard, this and future publications ofthe guide will provide updated information to the lawenforcement community on only new truck linesthat have become subject to the parts-markingrequirements and information on existing andnewly exempted vehicle lines.ii2009/2010 Vehicle Theft Prevention Quick Reference Guidei

On April 6, 2004, NHTSA adopted a phase-in ofthe parts-marking requirements (69 FR 17960)over a two-year period. Specifically, vehiclelines representing not less than 50 percent of amanufacturer’s production of vehicle lines that werenot subject to the parts-marking requirements beforeSeptember 1, 2006, must have been marked bySeptember 1, 2007. Because of the phase-in, thispublication provides a list of the vehicle lines forwhich manufacturers used the phase-in provisionto delay parts-marking until September 1, 2008. BACKGROUNDIn 1984, the Motor Vehicle Theft Law Enforcement Actwas created. It added Title VI to the Motor Vehicle andInformation Cost Savings Act (recodified as Chapter331 of Title 49, United States Code). As a means toprevent the theft of motor vehicles for their parts, the1984 Theft Act required passenger cars and the majorreplacement parts for those cars to have vehicleidentification numbers. This act required the Secretaryof Transportation to complete a number of rulemakingactions targeted to reduce and deter motor vehicletheft. These rulemaking actions established standardsfor selecting high-theft cars and for identifying whichparts of these high-theft cars should be marked withthe vehicle identification number. Future rulemakingsrequired compilation of theft rates for passenger cars,and for insurance companies to provide the FederalGovernment with data on their theft and recoveryexperience.On October 24, 1985, NHTSA published the FederalMotor Vehicle Theft Prevention Standard, 49 CFRPart 541. The purpose of this standard is to reducemotor vehicle theft by assisting law enforcementauthorities trace and recover the parts from stolenvehicles. The standard requires manufacturers toinscribe or attach the vehicle identification number(VIN) onto major parts of vehicles identified by theagency as likely high-theft car lines. This standardbecame effective beginning with the 1987 modelyear and required that selected high-theft car lineshave 12 (two-door models) or 14 (four-door models)of its major component parts-marked with the VIN.Each vehicle in a high-theft line must have its majorparts and major replacement parts marked unless thevehicle line is granted an exemption from the partsmarking requirements. The vehicle can be exemptedif an antitheft device has been installed as standardequipment on the entire line.As a result of an increase in motor vehicle thefts andassociated crimes, the Anti Car Theft Act of 1992(the 1992 Theft Act) was created. The 1992 TheftAct identified carjackings and owning or operating a“chop shop” as Federal crimes carrying with them stiff28National Highway Traffic Safety Administrationcriminal penalties. The 1992 Theft Act amended theTheft Prevention Standard by extending the Federalparts-marking requirements to include light-duty trucksand multipurpose passenger vehicles (with a grossvehicle weight rating of 6,000 pounds or less). OnDecember 13, 1994, the final rule amending the TheftPrevention Standard was published. This December1994 rulemaking extended the parts-markingrequirements as follows: (a) included multipurposepassenger vehicles and light-duty trucks; (b) listed themajor component parts and replacement parts to bemarked for each of the classes of vehicles such asthe engine, transmission, front/rear bumper, right/leftfront fender, hood, right/left front door, right/left reardoor, sliding or cargo door(s), right/left quarter panel(passenger cars), right/left-side assembly (MPVs),pickup box, and/or cargo box (light-duty trucks), reardoors, decklid or hatchback and tailgate; and (c)established a new median theft rate (3.5826) for allpassenger motor vehicles. This amendment becameeffective beginning with MY 1997 vehicles.On August 28, 1985, NHTSA published theProcedures for Selecting Lines to Be Covered bythe Theft Prevention Standard, 49 CFR Part 542.This August 1985 regulation established proceduresto determine which passenger motor vehicle lines(passenger cars only) are covered by the TheftPrevention Standard. These procedures requireautomobile manufacturers to provide NHTSA withinformation necessary to select whether a new vehicleintroduced for sale into the United States is likely tobe a high-theft line and subject to the parts-markingrequirements. On April 26, 1994, this regulation wasamended to apply to all passenger cars, multipurposepassenger vehicles, and light-duty trucks (rated at6,000 pounds gross vehicle weight or less).On September 8, 1987, NHTSA published theregulation titled Exemption from the Vehicle TheftPrevention Standard, 49 CFR Part 543. Thisregulation encourages the installation of antitheftdevices as standard equipment in factory-deliveredmotor vehicles.
