P a g e4CSSI NPPRAB Zoom Forum held successfullyOn Wednesday 11th May, theCorrectional Service of Solomon Islands (CSSI) held ahalf day zoom forum for itsNational Peacebuilding, Prevention, Rehabilitation Advisory Board (NPPRAB) at theSIBC conference room.This was the first of its kindwith the theme, “IumiTugeda Waka Fo BildimPeace, Stopem Crime,Stretem Life Fo United andProsperous Solomon Islands”The core sector members ofNPPRAB evolves aroundCSSI, RSIPF Crime Prevention and the Ministry of Traditional Governance, Peaceand Ecclesiastical Affairs(MTGPEA). Board membership comprises of, Office ofthe Prime Minister and Cabinet, Permanent Secretaries,SICA, SIFGA, DevelopmentServices Exchange (localand national NGO’s), SI RedCross, Donor and Diplomatic agencies.MTGPEA Minister, Hon.Samuel Manetoali, was thekey note speaker for the inaugural Board forum. Thiswas followed by the Rehabilitation Director of Singapore Prison Service, andtheir presentation was mainly on the Yellow RibbonProject that has significantlyimpacted ex-offenders andthe nation as a whole.MTGPEA presentation focused on peacebuilding, re-view of relevant policies andchallenges; RSIPF was more oncrime prevention strategies,with emphasis on the five drivers of criminal activities; andCSSI highlighted the rehabilitation of ex-offenders, and theroles and functions of theNPPRAB structure and framework at the national, provincial,ward and village levels.Hon. Minister expressed hisgratitude to be rendered the opportunity to present the officialopening remarks. He stated thatthe forum is closely related tothe core fundamental aspect ofour constitution, such as protection, peace and the rule of law.As reflected in the preamble ofour constitution, sections “B”and “C” highlight the importance of equality, social justice, human dignity, communalsolidarity, and human dignitythat are the very basis of ourpeace loving and protected society.Meanwhile CSSI Commissioner Gabriel Manelusi mentionedthat the NPPRAB zoom forumis a historical event between thetwo Ministries (MTGPEA andMPNS&CS). Significantly, thisjoint forum is based on “sharingand working together” to develop a framework by mapping away forward for our belovedcountry Solomon Islands.The Commissioner said that thecollaborative approach is wherewe all shall share together toidentify issues raised duringthe presentations and to tacklethese issues in a more holisticand collaborative manner.This is highly achievablethrough proper structure,whether it’s governance orleadership issues within thepeople, program, or process.In gesture, CommissionerManelusi sincerely acknowledged and thanked the Permanent Secretaries, Ministerialrepresentatives, Donor partners, key Stakeholders andChurches for accepting theinvitation. More so, it is valuable and rewarding for the connectivity via zoom, despite thebusy schedules. P a g e6Rehabilitation and reintegration of formerinmates requires a whole of society approachHoniara, Solomon Islands(Wednesday 18 May 2022) The Correctional Service ofSolomon Islands (CSSI) hasembarked on a revitalized campaign to promote and raiseawareness on the importance ofgiving ex-offenders a ‘secondchance in life’Offenders face significant challenges in their social reintegration,including stigmatization and ostracism, which can impede their ability to find jobs, housing or return toformal education. Unless they receive help to face these issues, offenders risk getting caught up in avicious cycle of challenges of reintegration and recidivism.The United Nations DevelopmentProgramme (UNDP) is supportingCSSI with radio programs and withtechnical support in ensuring thatinmates receive services in linewith the Mandela Rules.The CSSI is also working closelywith national and provincial governments, civil society organizations, local communities which willsee the establishment of NationalBoard, Provincial Council andWard Committees which willstrengthen the reintegrationof offenders at the community level, faith based organizations and additional stakeholders within the privateand development sectors.The theme of the campaignis, “Iumi Tugeda Waka forBildim Peace,StopemCrime, Stretim Life, forUnited and Prosperous Solomon Islands”The Commissioner of CSSIfruitful partnership with UNDP,and we are grateful that they aresupporting us again in this campaign as it will greatly boost ourcommunity outreach efforts. Woodford. He took up residence on Tulagi.That year he brought prisonersback from Guadalcanal and hadthem chained to house posts.There was no proper prisonbuilt.In 1898 Mr. Woodford built Tulagi and the main facilities thenwere; The Court house, Policeheadquarters & Prison, Post Office and the Government Hospital.The Prison and the small Policeheadquarters were a useful advance for Mr. Woodford.The murder of government taxcollector Mr. Bell in 1927 byBasiana and his associates ofthe Kwaio ethnic group onMalaita saw Mr. Basiana arrested, found guilty andhanged, with his young sonsbeing forced to witness theexecution.Prison Service from RSIPF.In 1966 the Prison systemwas introduced by the Colonial office and was administered by the RSIPF.Between 2005 to 2006 theSolomon Islands Prison Service reviewed the A cts andRegulations.In 1975 the country was formally renamed “SolomonIslands”In 2007 & 2008 the Acts andRegulations were passed andenacted by the Solomon Islands Parliament;And on July 7, 1978, the Solomon Islands attained independenceThe year1982 saw the separation of the Solomon IslandsSolomon Islands Prison Service was based on the colonial punitive model which focused mainly on “securing”and “containing” nothingmoreSolomon Island Prison Service then changed to Correctional Service of SolomonIslands.Ministry of Police, National Security & Correctional Services
