Benefit AnnouncementsMedical/Dental/PharmacyFlexible Spending AccountsHealth/Dental Premium Holiday in DecemberOver the last 18 months, many individualspostponed elective medical and dentaltreatment as result of the pandemic. Thisdelay created a surplus of reserves which arebeing returned to employees. Monthly-paidemployees will not have medical and dentalpremiums deducted in December. Biweeklypaid employees will not have deductions fromtheir December 17 and December 30 pays.Dependent Care FSAAnnual limit returns to prior limit of 5,000.Increased Dental MaximumThe annual benefit maximum under theDental PPO plan will increase from 1,750 to 2,000 effective January 1, 2022.New CVS Diabetes Management ProgramEffective January 1, CVS will transitionparticipants enrolled in the Livongo diabetesmanagement program to a new program.If you are enrolled in the program, look forupcoming communications from CVS, asthe existing Livongo meters will no longer beconnected as of January 1. You can view your plan’s formulary byvisiting the plan’s website: CVS Caremark: info.caremark.com/fcps Kaiser Permanente: my.kp.org/fcpsFSA Carryover Rules for 2022If you participated in an FSA in 2021 andhave remaining funds, all unused funds fromplan year 2021 can be carried over for usein 2022. This applies to both the dependentcare and health care accounts. No action isrequired by you to affect this carryover; anycarryover funds that you have from 2021will automatically be reflected in your 2022account balance.If you participated in a Dependent Care FSAand have unused funds from 2020, you mustuse those funds by the March 31st claimsfiling deadline. Additional communications willbe sent to impacted employees in early 2022.New FSA Debit Cards to be IssuedIf you are currently enrolled in the HealthCare or Dependent Care flexible spendingaccount (FSA), please check the expirationdate on your FSA Debit Card. If your card hasa 12/21 expiration date you will receive a newcard from Optum in December.Please remember to activate your newcard when you receive it and update yourproviders so that they have your new card onfile.Benefit Contracts Review2Like all public sector employers, FCPS mustperiodically “compete” benefit plan contractsto ensure the programs provide the best value to both employees and FCPS. This Request for Proposal (RFP) process sometimesresults in changes to the plans or vendorsoffered.In 2021, RFPs were issued for the life insurance benefits for employees covered underOffice of Benefit Services · Fairfax County Public Schoolsthe Fairfax County Employees’ RetirementSystem (FCERS) and the FCPS deferredcompensation plans. Negotiations for thesecontracts continue and changes could occurin 2022. Once finalized, extensive communications will be issued to impacted employees.Later this year, an RFP will be issued foremployee and retiree health insurance plans,with changes expected in 2023.

Staying HealthyFlu Shot ClinicsEmployee Assistance ProgramEmployee Wellness hosts a limited number offlu shot clinics open to all FCPS employees;dates will be announced in the EmployeeNews electronic newsletter. Appointmentsare required. Get the Most out of Your Health Plan!Understanding Your Health Insurance CostsWhen choosing the right health insurance plan for your specific needs and budget, it’simportant to consider all the options available to you. Start by reviewing the 2022 PremiumChart on page 6 to see the amount you pay for your health insurance every pay period. WhileFCPS health plans all offer comprehensive coverage, keep in mind that health plans can differin which providers you can see and how much you may need to pay beyond your premium.Knowing the terms used in talking about health insurance will help you feel more comfortablewhen choosing a plan. Please take a moment to review the terms below.What is a Copay?Copay paidby insuredindividualWhat is a Deductible? MEDICAL BILLA fixed amount you pay for a covered healthcare service (like a doctor’s visit, hospitaloutpatient visit, or prescription drugs).For example, you might pay a 20 copayfor primary care visits and a 40 copay forspecialty care visits. What is Coinsurance? The amount you pay for covered healthcare services before your insurance startsto pay.Both the Aetna/Innovation Health andCareFirst BlueChoice Advantage plans havedeductibles.For example, a plan with a 250 deductiblewould mean that you pay the first 250 ofcovered services yourself. All FCPS healthplans cover certain preventive serviceswithout charging you a copay or coinsurance,even if you haven’t yet met your yearlydeductible.%%The percentage of a covered in-networkhealth care service you pay. This oftenapplies after you’ve paid your deductible.For example, if the health insurance plan’sallowed amount for an office visit is 100and you’ve met your deductible, your 10%coinsurance payment would be 10. Thehealth insurance plan pays the rest.Out-of-pocket maximumThe most you have to pay for covered services in a plan year. After you spend this amount on deductibles,copays, and coinsurance, your health plan pays 100% of the costs of covered essential health benefits.The out-of-pocket limit doesn’t include your monthly premiums. It also doesn’t include anything you may spendfor services your plan doesn’t cover.Don’t Forget to Take Your Health Assessment and Earn a 100Wellness Incentive!Help manage your health risks and save money! FCPSemployees who are the primary policyholder and whoparticipate in an FCPS health plan will continue to havethe opportunity to earn a 100 wellness incentive forcompleting their health vendor’s online health assessment.The health assessment is a questionnaire related todifferent aspects of your general health and well-beingthat is easy to complete in about 15-20 minutes. Yourindividualized health report may also include informationon how to obtain health coaching and/or receive otherhealth or wellness programs that are offered through yourhealth plan.The health assessment is confidential. Only you and your health plan receive the individualinformation. Planning to Retire Soon?What to Expect with YourHealth BenefitsIf you are considering retiring from FCPS inthe near future, it’s important to understandyour health benefit options. A little preparationand research now means a smooth transitioninto retirement.When will my coverage end?Your health coverage as an active employeewill continue: Through the end of August if your last dayworked occurs in June, July, or August. Through the last month of employment ifyour last day worked occurs in any othermonth.If you’re enrolled in a flexible spendingaccount (FSA), your FSA will end onthe same schedule as health insurance(described above). You may submit claims foryour FSA until March 31 of the year followingyour retirement; however, you must incur theeligible expenses prior to your last day ofemployment.May I keep FCPS health and/or dentalcoverage as a retiree?Yes! For most retirees, eligibilityoccurs at age 65, but may occur earlierdue to disability. If you will be changing plans at timeof retirement and your new plan has adeductible, you will be required to meet anew deductible with the new plan. If you meet the eligibility criteria to retainmedical and/or dental coverage as aretiree and choose to cancel FCPScoverage (either at time of retirement orafter retirement), you may re-enter theplan(s) only upon reaching Medicareeligibility. If covering dependents uponre-entry, your dependents must also beeligible for Medicare. If eligible, you may only re-enter the type ofcoverage (i.e. medical or dental) that wasin effect at the time coverage was dropped.For example, if you did not have dentalcoverage in place at time of retirement,you will not be able to add that coverage attime of retirement.Employees are strongly encouraged to attendpre-retirement planning sessions offered byERFC and the Fairfax County Employees’Retirement System (FCERS). Important RemindersWhen to Notify Sedgwick ofExtended AbsencesYour FCPS benefits package provides mostbenefit eligible employees with incomeprotection benefits through short-term, longterm disability, and workers’ compensation.Please remember that you must notifySedgwick (FCPS’ administrator for disabilitybenefits) if you are: absent for five (5) consecutive workdaysdue to illness or injury; or absent for 5 or more days within a30-calendar day period for the samemedical condition; or you experience an on the job injury orillness (regardless if you miss time fromwork).Failure to notify Sedgwick in a timelymanner could result in loss of benefits.You can file a claim by calling 855-937-1387or online at www.mySedgwick.com/FCPS.Additionally, you should contact Sedgwick assoon as possible if you’re diagnosed with aserious personal illness or injury that couldlead to an extended absence.For more information about your FCPSdisability and leave benefits, please visit theTime Away from Work website(www.fcps.edu, search “time away”).DON’T FORGET!All employees are required to report theirCovid-19 vaccination status. If you submitted a(VRS-2) paper form before July 1, 2021,VRS cannot display that information inyour myVRS online account. Beneficiariesdesignated on the paper form will remainin effect until you update your designationsonline.If you do not designate beneficiaries, thenthe order of precedence established bylaw will be followed. Your Benefits and the LawMedicare Prescription Drug (Medicare D) PlanInformation for covered employees/dependents age 65or older. All FCPS medical plans include prescriptiondrug coverage that is currently more comprehensivethan the Medicare prescription drug plan. As an activeemployee, your FCPS medical coverage is primary toMedicare and you do not need to enroll in a MedicareRx (Medicare D plan). These documents are also available oneach medical vendor’s website.Women’s Health and Cancer Rights ActIf you have had or are going to have a mastectomy,you may be entitled to certain benefits under theWomen’s Health and Cancer Rights Act of 1998(WHCRA).
